terry mcsweeney, abc 7 news.op story of the morning, let's get breaking news from amy hollyfield in san francisco. >> live in the castro there were three fires overnight in the castro. firefighters say they're very suspicious. they're not even doing mopup right now. they're going to preserve the scene, leave it as is until arson investigators can get here and do their investigation. the first was a trash can fire a few hours ago but then bam, bam! two fires between blocks of each other right around 5:00 this morning. the first one was 16th street and market. a multiunit apartment building. about a dozen people are now working with red cross to try and find a place to stay. a few minutes later at 17th and hartford a fire busted out. no one was hurt and no one was even living at the building at 17 and hartford. that building was under renovation. looks like they're converting it from flats to maybe two-story condos. beautiful work they've done. now it's all burned up. firefighters say it was a big fire. it burned a

terry mcsweeney is live at oakland police headquarters. terry? >> yeah.as just talking to some officers out here and they're pretty tight-lipped about it. chief batts says he needs support from all sides to stay on the job. take a look at the chief. he needs to know if he's the right one, if he's the right fit for the future of this city. he was up for top cop in san jose last month. he didn't get that job but he got ten officers added to the force last week. 80 is about half of the number of officers who have been laid off since he came on to the job. take a look at another problem the chief faces. video from a problem that they had last month. the p. d.'s radio communication system, broken, maybe getting worse. found out about it when officers were involved in a high-speed chase, couldn't talk to dispatch. another agency had to talk through an ambulance when police shot a man. the radio system failed twice this week after mayor quan said monday she was fixing the system. at one time officers were not able to talk to dispatch. then they couldn't talk to

terry mcsweeney, abc 7 news.it's 6:34 now. oakland police are hoping someone can help them identify a sexual assault suspect who was captured on surveillance video. this man is suspected of beating and sexually assaulting a woman inside her apartment complex near oakland's chinatown. it happened february 7th. detectives are trying to determine if the attack is linked to three other assaults late last year. they all happened east of lake merritt which is not far from the scene of this assault. >> voted 6-1 to allow the police department to look into the use of tasers by officers. moving the issue forward comes a year after shooting down a similar proposal. last march they voted 4-3 from a request of george gascon to study the use of tasers. gascon is now the district attorney and the police commission is bringing in panel members. the department will study the taser issue and present its findings to the commission in 90 days. >> more breaking news. toyota has just announced it will recall more than 2 million vehic

terry mcsweeney is live in oakland. terry?t's go to amy now with a story in san jose about racial profiling and a big change in policy. >> there's a new policy in place. the old policy says officers couldn't pull someone over based on their race but that's it. it didn't say anything about how they treated them once they had stopped them. according to the san jose mercury news, chris moore has broadened the policy. chief moore says it's now a violation for an officer to show any violent behavior during encounters with the public. minority activists say these are the changes they wanted to see but some worry it wouldn't happen with moore. he was promoted from within and the relationship between minorities and this police department have been strained but the independent police auditor calls this a huge, very significant step. the hope is that allegations of racial profiling and race-based harassment will be more thoroughly scrutinized now than ever before. amy hollyfield, abc 7 news. >> amy, thank you very much. we're coming up

terry mcsweeney is live in walnut creek with more.ere at the high school where these two young men went to school. >> yesterday, sunday, grief counselors were out here and students came out here looking for counseling after learning two fellow students had passed away probably saturday afternoon. they looked for a thrilling raft ride and it ended in absolute tragedy. take a look at that raft they found yesterday morning at 8:30 deflated and five miles from where this trip began. 16-year-old matthew miller, 17-year-old gavin powell told a friend they lawned saturday afternoon behind mirrorwood elementary. the pictures don't do justice to how it looked on saturday afternoon. this creek swelled from 2 feet to 15 feet deep in a big hour. people who live along the creek have seen tragedy out here before. >> a lot of times they start in walnut creek, but then they end up getting caught right here and this is where the undertow's so bad. they really need to put signs back in walnut creek also. >> miller alleys body was found around 11:30 nea

live in walnut creek, terry mcsweeney, abc 7 news. >> thanks, terry. you may remember last april a car with three people inside went into the same creek. two people died in the rain-swollen waters. a third person, a 56-year-old woman was rescued by a helicopter crew. in that incident the driver crashed through a fence and landed upside down in the creek. the testimony pressure spikes that pg&e did on the san bruno pipeline that exploded last september violated federal law. that's according to a new report in the san francisco chronicle. a scene in that pipeline has been cited in federal reports as a possible source of the blast that killed eight people and destroyed dozens of homes. federal regulators say the utility would have had to inspect the pipeline for weak welds after spiking the pressure on the line between 2003 and 2008. pg&e did conduct a test in the pipeline in 2009, but it would only have detected corrosion in the pipe. the utility has defended the pressure spikes as safe and necessary for the operation of the pipeline. the union represent

terry mcsweeney is live to explain. which projects are we talking about? >> we're talking about the central subway project here in san francisco and bart down the south bay. really good news for those two projects. there's some cuts in this budget but also some money for transportation and public works. you're going to be seeing scenes like this for a while. there's going to be federal dollars, the $1.6 billion central subway project. take a look when the subway links up to chinatown. this is muni animation of underground and aboveground scenes. the president's budget has $200 million for it in this project. the budget has money for continuing. this is causing disruptions here in san francisco on stockton where i am, on sutter to market street. it opens in 2018. let's take a look at project number two included in the budget. that is bart to san jose. ground breaking in settlement for the one spring station in fremont. the federal transportation administration approved $130 million for this year for that project on monday. the president is behind that all t
