live in oakland, terry mcsweeney, abc7 news. >> thank you. >>> just about 6:05. this morning, the contra costa county building inspectors will take a bat to save the jobs to the board of supervisors. county says 14 inspectors had to be laid off at the end of the month because the money is not there to keep them on. the inspectors disagree. the inspectors are angry that the county budgeted $500,000 to furnish new building space for inspection office. they say demand for building inspections is down dramatically because of the housing crisis. palo alto officials are warning they may have to make cuts to publish safety if they can't save $4 million through union concession. proposal today include a drastic reduction to the police and fire. fire station may be shut down. stations may go through the rolling temporary closures and the firefighting jobs may be cut. nearly 11 police officers positions may go under one plan. union officials say they shouldn't talk cuts in contract negotiation. >>> showdown is expected at city hall betwee

terry mcsweeney is live. >> federal investigators are interrogating this man. it is disturbing he had a yemini passport. his city of residence unknown but he did have a california i.d. on him. take a look at the situation outside sfo. a flight 1561, 30 minutes out of san francisco over modesto and again, the man is one identified as having get up out of coach, heading toward first class. he rushed, is the word he is using also he rushed the cockpit door and started screaming. >> the passenger proceeded to the front of the aircraft and began to bang on the cockpit door. the flight air ten can't asked the passenger return back to the seat. when he refused the flight attendant put his hands on the passenger and physically pulled him away from the door. >> asked for help and got that help from the flight attendant as well as two passengers. one a retired san mateo police officer. person was arrested, injured a bit in a scuffle. keep in mind this happened hours after a continental flight had to be diverted to st. louis after a passenger tried to open the plane door.

abc7's terry mcsweeney is live in the neighborhood. terry?police are still here and we're kept 100 yards away from where the shooting took place. look at the pictures from the aftermath of the shooting. it happened 10:30. oakland police and reportedly drug enforcement agents were out here involved in an operation. oakland police not saying much about what the operation was about. we know at 10:30 two oakland police officers opened fire, killing one man and gravely wounding a second man. he was taken to alameda county hospital. the oakland swat team came out and two hours after the shooting, 12:30 this morning, a third suspect was found hiding under a tree in the backyard of the house where the shootings had gone on. the weapon were seized at the scene. one was recovered on the roof of the building on curan avenue. oakland p.d. not explaining the operation the officers were involved in, what, or if the drug enforcement agents were out here as well. what we have right now the oakland police officers opened fire last night out here near 35th and

terry mcsweeney is live at pg&e headquarters in san francisco. terry, what went wrong?> the problem is with these smart meters, when they get too hot they can overread the amount of electrical use at home. more is being used and overcharging customers. people say, hey, we told you so. take a look at some of the smart meters, there is 1600 problem meters all over northern and central california. they send out a radio frequency that says, there is a malfunction. there is always also been accusations they cause health problems. people complaining of headaches and nausea from the radio signals. they say the meters are more accurate than the old analog meters. there have been other problems and to overread gas usage. pg&e says we have 1600 problem meters out of 8 million installed. pg&e is trying to rectify the situation by offering a credit and refund the overbilling. you do not have to have a smartmeter installed at least for the moment. you can get on a list and they will be waiting in the puc makes a final decision on whether people will be able to opt out. 8 million hav

terry mcsweeney is live at the scene south of market? >> i'm here on folsom street between 6th and 7th. firefighters are still here. they have fire hoses still running into the building. concerned about the possible flare-ups from hot spots they have been going in and out of the residential hotel all morning long. during one visit, take a look at what they found. on the top floor, middle of this burned out building, they found a chihuahua. what other kind of dog would you find on cinco de mayo. the flames burned right up to the closet. it had to be filled with smoke at the height of all this but the chihuahua is uninjured, frightened but a short time turned over to animal control to be reunited with his owner later today. take a look at the fire at its peak. take a look at what that dog survived. you see the flames from miles away. you see the smoke from much of the east bay. this fire begin about 5:45 and someone threw bourbon on to barbecue that started it all. they say the 48-unit residential apartment building is history. more than 7

terry mcsweeney joins us from oakland police headquarters. terry? >> we are waiting right now for oakland police department spokesman to come out and tell us what the official version of this is. not a lot of information about what was going on out there at the time of the shooting. but we know this much, for dorsey and her two young children it was a brush with death. >> i grabbed the baby. i wouldn't sleep on my couch. it grabbed him and ran for my other son and made sure he was okay in his bed. >> that happened at 10:30 last night. two police officers opened fire on two suspects killing them both. 12:30 this morning, police found a third suspect hiding nearby. officers also say they found lots of weapons. a witness who did not want to be identified heard some of the weapons. >> six to seven shots. at least two different calibers of gun. i hit the floor immediately. because of it was close to my door, close to my window. >> this morning, police removed a vehicle from the scene. a vehicle with the right rear window blown out. a hint of the violent

abc7's terry mcsweeney is live with more. terry? >> reporter: the thinking is if every bart police officer has a taser on him or her at all times they will become very familiar with that weapon. right now, there are only 60 tasers in the bart p.d. not enough for taser to goes to every officer. they want to buy 130 more. take a look at the incident that prompted this. go to january 1, 2009. the fatal shooting of a passenger by bart cop johannes mehserle who said he was shooting the taser. he doesn't usually have one but he borrowed it a few hours before the incident. they recommend giving each officer a taser to increase familiarity with the non-lethal weapon. they said not buying the tasers would leave bart police with fewer non-lethal options dealing with the violent suspects. he was convicted of involuntary manslaughter. all tasers were pulled from officers when one officer used taser to fire at 13-year-old who was fleeing police on a bicycle. that's against the police policy. the boy was not hit. now the officers have been retrai

terry mcsweeney is live in san francisco. this was frightening. >> it was a spectacular fire. i'm going spep step out of way. i don't know if you can detect there are still hoses running in to that residential hotel and they are charged, ready to knock down any hot spots they found. speaking of hot spots, take a look at the pictures from yesterday. this entire building was a hot spot when it broke out in the residential hotel. many of the residents say there was no warning, no fire or smoke alarm. before it was over 110 firefighters were out here. it came to a point when they had to stop fighting the fire from inside the building because it was too dangerous. >> over the radio we ordered an evacuation. so everybody knows to get out of the building. >> the fire spread to three other buildings, seriously damaged a six-unit apartment building. it's probably a total loss, as described. lots of speculation from the residents, a number of them are saying somebody was barbecuing and through bourbon on the grill to add flavor to the steak and that caused enough to the get the fire sta

terry mcsweeney has more. >> reporter: this the mcdonald's in benicia where the wounded driver managed to get his vehicle, park it, go inside and collapse. of course, he had no idea that one of the people working at mcdonald's is a nursing student who along with the shift manager helped save his life. about 8:00 last night, a white buick pulls up in front of mcdonald's. you see the passenger open the driver's door and help shooting victiming across the parking lot. another surveillance camera shows him collapsing on the floor in front of dozens of customers. >> i heard someone scream, "oh, my god, he's shot." i turn around and there is a guy holding his friend. his friend has blood all over the side of him. first thing i did is grab the phone. i have called 911. i have grabbed one of my other employees and told him to stay on the phone with the police. it ran to the back and got phil. >> reporter: phil serves fast food by night, but by day he's learning how to serve up life-saving techniques. >> he's a medical assistant and going to school to be a nurse. he knew how to help the guy out

san pablo and terry mcsweeney joins us from there with the latest. >>> good morning.ers on this hillside want the city of san pablo to continue the emergency declaration in the hopes they can get their hands on state or federal money to shore up the hillside but the city says there is no emergency. there is no need for emergency declaration. take a look at what the homeowners are pointing to and talking about. they say they got a problem. it is ongoing and looking at the skies to see if the rain we're having today is going to add to the problem. the council postponed any action on the emergency declaration waiting to see if the rain is going to cause it to continue. homeowners are saying can be saved with government assistance. the city says, there is not going to be any. there is no state money. federal government doesn't have any and city is withdrawing the offer of $150,000 in assistance because homeowners would not release the city from further liability. the city is scheduled to take up the emergency declaration again in two weeks at a june meeting. >>> showers a
