terry mcsweeney has details. >> reporter: this is a person of interest in the disappearance of kevin collins. a man san francisco police knew mostly as wayne jackson but he had at least four aliases and that's what threw police off his trail. >> based on jackson's description, his residence on masonic avenue, his ownership of a large black dog, and his criminal history, we are investigating jackson as a person of interest. >> reporter: jackson fit the description of the last person seen talking to collins at masonic and oak streets in san francisco. jackson lived on masonic. >> it's hard to look at it and not think that this is it. this was very likely that this is what happened. >> reporter: kevin's brother found out last night that when kevin vanished, officers knew of his 1981 conviction in connection with kidnapping and molestation of a 7-year-old boy in san francisco. in february of '84, police interviewed jackson and they searched his house. >> that is my brother, mike, and myself here. gary and kevin. >> reporter: in 1984, police did not know about jackson's arrest for molesti

nbc bay area's terry mcsweeney continues our coverage. terry? >> reporter: that video comes to us from a man by the name of thomas todd. he came home this afternoon as he does every day from work. but today the tragic events unfolded on his doorstep. first there were sirens and then lots of cops and then lots of gunfire. thomas todd had arrived home about an hour before he recorded this video. he had heard something like it earlier, but wasn't certain what it was. it turned out to be the shots that fatally wounded the two officers. and suddenly police swarmed his street. he was still not allowed to leave his house as of 9:00 tonight, so we spoke to him via facetime. >> the cars in the middle of the street, a coupe of officers behind each car. and then there were i think two to four officers positioned in front of the apartment complex with their guns aimed into the complex. >> and then what happened? [ gunshots ] >> it sounded like the fourth of july. you know, it's about six or seven seconds of i guess about 70 to 80 gunshots, and then everythi

nbc bay area's terry mcsweeney has been following this story all morning long. this one seems to get stranger and stranger as we get more information coming in. >> reporter: yeah, and there's more information still to come. i can tell you at 12:30 this morning oakland pd received a call if a woman saying she'd been abused, her car ramd, her child stolen by her husband. here we are a little after 11:00 and that woman is the one who is now facing charges. this little girl kidnapped. her father 56-year-old kim tollfree, the suspect. all that based on a story told to police by a woman who was described as tollfree's wife. all that part of an amber alert this morning. it began here at 94th avenue and holly street after an argument when kim tollfree rammed his flat bed into a car, a car with her daughter isaza in it. >> the father was armed, he was dangerous, he'd been physically abusive to his wife. >> reporter: but a few hours later mr. tollfree called police to say there couldn't have been a kidnapping because he and that woman don't have a toddler. police brought

nbc bay area's terry mcsweeney joins us from san jose this evening. terry, these are some serious charges against the fbi, right? >> reporter: they certainly are. tonight i got a chance to talk to michael german. he is the senior policy council for the aclu. he says the fbi does this so as to justify all the anti-terrorist activity inside that organization. and he says recently he has seen a dramatic spike in what he calls theatrical stings. last friday in oakland, matthew yaneza of san jose is arrested at a bank of america for allegedly trying to detonate a bomb he has put together with an undercover fbi agent posing as an accomplice. but tonight the aclu says more and more sting operations like this. it's not only the fbi that puts the majority of the bomb together, but also creates the plot where the bomb will be used. >> almost a theatrical production that makes it appear that the defendant or that the subject of the investigation could do far more damage than they ever could have done on their own. >> reporter: this 2011 mug shot of llaneza follow
