finally, i'm frustrated, i'm particularly frustrated that the majority has cast this bill as a tess prattly needed bipartisan fix for the v.a. appeals process. the v.a. appeals act of 2016 introduced by my friend and colleague congresswoman dina titus has unanimous support and would sail through the house and senate on its own. it is nearly the product of four years of work. and both sides agree to it. and yet you would attach to a bill that we cannot agree to and it makes no sense that we are holding up this magnificent legislation that both sides worked on with the hard work of my friend and colleague from nevada. this legislation would move the v.a. away from an inefficient and convoluted unified appeals process and replace it with a -- with different -- differentiated lanes which give veterans clear options after receiving an initial decision on a claim. in sum, it would allow all veterans to have a clear answer and path forward on their appeal within one year of filing. by attaching it to this bipartisan accountability bill, the majority is preventing the appeals reform from moving for

tom, i if tess first thing that happens is the ntsb, they send teams there quickly? >> reporter: that is right, immediate concern is evacuating all of the injured, treating the injured and trying to determine what happened. this will become a federal railroad investigation as you suggested and then the ntsb in cooperation with the federal railroad association. one big concern is this train and this system have positive our initial suggestion from a federal authorities is there is no positive train control. you may remember you and i could have had 18 months ago that occurred on a stretch of track and the train derailed in an excessive speed. it's essentially an oumt u all breaking system. it breaks the train if the engineer fales to do so as the train approaches t some sort of an immediate stop zone or slow down zone and in philadelphia, we have 200 plus injured and eight dead. we are hoping that we don't have anywhere near that scenario here. but the immediate concern that federal radio authorities have had for years is the slow rollout of this all breaking system.
