i really appreciate the testimony. i got a chance to read through some of it while i was waiting to ask the question that i missed earlier. this is actually, i think, a lot of good news today that we're hearing in terms of additional energy supplies. and i'm particularly heartened by the comments of ambassador jones and mr. burkhardt about efficiency because that's an issue where i think we can make huge progress. i'm one of those. and i won't necessarily associate my colleague and co-sponsor with this, but, you know, we need to produce more and also use less. and those are not inconsistent. but my colleague and i do work very hard on trying to promote efficiency. and as mr. burkhardt mentioned, a lot of this has to do with buildings. our focus is really manufacturing efficiency and buildings. and it's trying to deploy as ambassador jones said some existing technologies so we're not as much focused on even the innovative side, although we want to encourage that, and taking best practices in the united states has tremen

thanks to all of the witnesses of the testimony. mr. waenger, from the perspectie of california, you have given your testimony that the e-verify program without a current work force would be disastrous. you also said as to solutions that has been and will be impossible to find and deport the current unauthorized farm work force and replace it with new workers properly authorized under a new visa program author visa program or a combination program. and include h-2a. any solution you have said must deal somehow in a prakts cam and hue main -- practical and humane way with the current work force. why do you think it's important to replace them with the workers? >> they just aren't there. if you take them, you find out who they are through the e-verify program and if you're to remove them to the desert island and had a huge vacuum of need, there's not an adequate supply to fill the jobs. a lot of the folks that are doing this work that have been here, they're driving pieces of equipment that are worth more than the most expensive mercedes.

bernanke, thank you for your testimony. you laid out what i think is a very clear two-track strategy for dealing with economic growth as we move forward. the first is recognizing the fiscal and budget tear challenge that we've got, and i think there's agreement on this committee that we need to come up with a predictable stable way to reduce our deficits and debt. we've had disagreements over how we do it, but not whether we do it. and in looking at that, there are two lessons i think from what we see happening in europe, one is the debt crisis. if you wait too long to address these issues, you're right. your borrowing cost also go up. people will lose faith. we should heed that as an early warning and not delay putting in place those predictable changes. but your testimony also pointed out that there's a danger in overreacting to that in the near term in terms of the negative impact it could have on economic growth. and the other strategy that you've laid out is the need to nurture this very fragile economy we're in right
