but texas is not, texas is really really really red. texas legislature is almost entirely republican. and with their grip on texas state government, republicans in texas have taken some of the most radical steps in the nation to keep texas voting patterns exactly the way they are now, no matter how the demographics keep changing. they want to keep voter rates nice and low, particularly among the growing populations in the state, who might not be inclined to vote republican. texas republicans have finetuned their laws to make sure that texas keeps voting the way it has been. for example, when texas republicans passed new requirements. they made sure that if your i.d., your documentation you were going to try to show, was a student i.d., or let's say your medicaid card or your social security card, that would not count. you cannot show those if you wanted to be able to vote in texas. can you show your concealed handgun permit in order to vote in texas. >> what's the material difference between your student i.d. and your medicaid card? the

but texas's new law is banning the city's ban on fracking. it shows how important the oil and gas has become in texas and how far the balance of power has tilted. david ariosto has our report. >> in texas, energy is king and oil and gas boom recently helped the lone star state's economy expand as twice the rates of the u.s. now texas maybe in danger of transitioning from america's job engine to its anchor. in march, texas lost 25,400 jobs, the most in the country and the state's biggest job loss in more than four years. big reason, the price of oil plunged by more than half since its peak last summer. many here in texas say they need to do everything they can to keep the oil industry thriving. not everyone feels the same way, particularly those in the town of denton just outside of dallas. this is oil country, platforms like these used to have rigs on them in which they were churning out oil around the clock through fracking. but that got residents a little concerned. they voted on it and voted essentially from fracking to take place inside t

if you look at texas, it's hard to say.talk about the shifting of the power, it's hard to say hispanics are over-represented. 25% of districts in texas are hispanic. they are 6 million people. they don't have a hispanic district north of san antonio. but you raise an interesting point. the one person, one vote is rooted in the civil right movement. in the fact that when you had the portion that existed. it really hurt fern voters. today -- fern voters. it would hurt hispanic places like in texas. >> it's ironic that part of the argument is based on the overarching votes, it's their votes putting them into a supermajority district in the first place. >> whether they were naturalized or not. there are a lot of problems with how they plied. indeed, there's an interesting dynamic where the black community, which is typically aligned with the hispanic community has not been vocal. relatively speaking. there would be more power in black communities. they were a high percentage of citizens >>> michael, what is the counter argument
