first, this is something that has taken place across the country not just in the state of texas. on't know exactly how close they are expected. >>neil: the one tie in here is states that are trying to crackdown on illegal voters or those would should not be voting, but that will continue. >>guest: they called out the states that are trying to implement voter identification laws for the states trying to protect the integrity of the ballot box in the states and that is offensive for the international unit so they can somehow supersede the united states supreme court decision saying that voter i.d. laws are perfectly constitutional but more to the point, we don't know how close the so-called observers want to get. if they are checking for vote are identification application, they will have to be closer than 100' to the polling place in order to discern what is going on. if they are chesser to 100' from the polling place it is a crime in the state of texas that we will prosecute. >>neil: how do you check the right to vote? >>guest: well, in the state of texas, this last legislative se

i went through it with the state of texas. tried to close loopholes, exemptions and deductions, lower property tax rates and every group in the state said you're raising taxes. you're raising tacks on us. do it to somebody else but not me. the big shock will be if you get elected to the united states senate, if you try to do that, the u.s. chamber, grover norquist who you pledge your support to, will jump out and immediately say, you're raising taxes. six year fls now, someone will be sitting in this chair and accuse you of raising taxes by closing those lap hole -- loopholes. you'll say, paul sadler told me that's true. if you close loopholes and remove deductions you're raising taxes. >> go ahead and respond. >> i think mr. sadler and i have different definitions of raising taxes. if you eliminate loopholes and don't lower rates, that is raising taxes. but if you eliminate loopholes and lower rates so that the tax rates are not going up, that's not raising taxes but you look historically, every time that's been done, revenue

the second largest employee -- employer is the state of texas. they do not let up people. all the support organizations that work with those people to knock have the financial situation than we did in california or the rest of the united states were corporations were laid off people. but one of the most attractive things about taxes is that realistic is very cheap. austin, texas, is the most expensive metropolitan area. you want to know what the median price of a house is there? want to guess? $194,000. and i'm rounding up. it is very cheap. as a result, a lot of employers that need low-cost workers are moving to texas. that is one thing they are benefiting from. you can see on this list here, this is the 12 top changes in payrolls state-by-state. california is no. 7, and right above it is taxes at no. 6. but look at all the states above us -- texas, wyoming, utah, north dakota. what did they have in common? 200 years ago, it was swampland and dinosaurs died there. it is either oil or gas. california is in a much better position. we have a far more diversified economy. agri

we do so in my state of texas. one of the good things we've gone in texas is we have strong accountability because you can't cure unless you know. you can't solve a problem unless you diagnose it. i strongly believe that one of the best things to encourage parental involvement also is to know that the classrooms will be safe and secure. that's why i support a teacher liability act at the federal level, that says if a teacher or principal upholds reasonable standards of classroom discipline they can't be sued. they can't be sued. i think parents will be more involved with education when they know their children's classrooms are safe and secure as well. i also believe that we need to say to people that if you cannot meet standards, there has to be a consequence. instead of just comes the soft bigotry of low expectations, that there has to be a consequence. we can't continue to shuffle children through school. and one of the consequences to allow parents to have different choices. >> governor. vice president gore. >>
