thank you, mr. chairman. >> all right. up next, can we go to our [speaker not understood] please? >> good morning, supervisors. naomi kelly, administrator for the city and county of san francisco. it is my honor to present the fiscal year 2014 through 2016 budget. before i get started i just really want to thank the mayor's budget office, harvey rose's office and the board of supervisors with this presentation. my first slide is basically the organizational structure. it just gives you a quick glimpse which most of you know already are the [speaker not understood] of the different organizations in the city administrator's office. the one new program transferring to the city administrative office this year is [speaker not understood] from the department of technology into our office and that is the only new program for this year. and in addition there is a smaller program, healthy cleaning up program transferring from the department of environment to the city administrative office. our two-year budget outlook for fiscal year 14-15 is 307 million. 15-16, 308 million. for capital investments for fiscal year '15 we anticipate 11.3 million in capital imp

city property. okay supervisor wiener. >> thank you, mr. speaker, colleagues this legislation will help insure that workers who are involved in the set up and take down of trade show on city property are paid a living wage. we want to make sure that the people living in san francisco, california live here we have a history of making sure that people are paid a decent wage. this legislation that is endorsed by san francisco labor council says that workers will be paid for take down and set up and others special events when this work happens on city property. the legislation is clear and explicit that street fairs run by nonprofits and other community event are not included in this legislation. the legislation is about insuring with the large corporate events the advertising of a product product and service pay a living wage they spill out into the city streets are include like the pride and folsom in free public access are not. when the legislation was introduced there was concern raised they'll be saddled with a new financial obligation they

supervisor mar. >> i wanted to thank city administrator kelly for juggling so many different disparate departments and areas. i wanted to ask about the office of civic engagement and immigrant affairs. i know that there's been the expansion to filipino/tagalog. i'm wondering if you can kind of walk us through a little bit more of the adequate staffing of that office. >> so far i have not heard from -- when adrian is here who can talk about eia. for tagalog we put in an issue last year for tagalog. we are doing interpretation services for tagalog. there will probably be other one-time expenses to other departments to get all of their material interpreted. oci and my office will act -- will be extremely helpful to those departments and helping them figure out which documents need to be interpreted -- to be translated and what technology is out there to help translate different services. >> and i know with the board's strong support of language equality and language access ordinance that there's a lot of work, not just for the office of civic engagement immigrant affairs, but departments

so, she's really thankful the city was able to provide her case management services such as myself. i was able to help her with applying for other benefits that she qualified for such as food stamps and paratransit which is able to get her to her adult based center. so, even though her income is lacking and she doesn't have really enough to really live by, but she is just happy just to, you know, maintain -- able to be maintained to stay at her home. so, thank you. and, so, i'm going to speak, breakaway. i'm the case manager for [speaker not understood] department of adult and aging services. unfortunately, a lot of times [speaker not understood] could not be here. they are very far, living at home by themselves, and i'm the person who really go and, you know, be with them and sit next to their bedside, listen to their stories and try to help them the best i can. however, you know, due to the current funding, that's impossible for me to really kind of step up the services i want to do because it's just not possible. i'm like one person. i'm the only person in the program, so, we try

city of ours. the rest i'll submit. thank you. >> thank you, supervisor avalos. supervisor campos. >> thank you, madam clerk. i want to speak about two item. the first one i do want to add my voice in supporting the charter amendment that has been introduced by supervisor avalos. in the last few months i've had a number of constituents and residents of the eastern half of san francisco who have asked me questions about, you know, what happens when there are vacancies, including vacancies on those board of supervisors and consistent with the statements that i have made, i believe that it makes sense that when there is such a vacancy on this board or any other office, that it is up to -- should be up to the electorate to the voters of san francisco to decide who fills oyez vacancies. in the past we have seen a power struggle between the board of supervisors and the mayor which is one of the reasons i really appreciate the way that supervisor avalos has approached this because instead of actually trying to engage a power struggle or a tug of war between the board an
