those topic dominated the first state of the city address from mayor sheng thao. it comes amid criticism that she and others lacked the leadership to solve the city's big issues. nbc's lena jones was there and has the details. >> it was about an hour-long speech that took place. there were a number of different topics the mayor discussed, but no topic got more attention that the city's rising crime rate, the mayor saying it is unacceptable and she's doubling down to make sure that residents in the city of oakland still face. among the promises she made, in addition to vowing to double public safety efforts, mayor thao wants to address other topics. the neighbor used today's speech to tout her recent investments in police academies and violence prevention efforts. thao says her top goals include boosting the police force to improve response time, recruiting more 911 dispatchers and utilizing new technology to help solve crime. the mayor also touched on the city's recent failure to apply for millions in state grant money to fight retail crime, saying she takes respo

thao has been add odds with the police commission, which is tasked with finding candidates for thao tod's 911 system, which was down for 30 hours last month, and has reported a large volume of abandoned calls, even beyond that. that's when somebody calls 911 because they need help but then ends up hanging up before they get help. the mayor did announce a $2.5 million investment. thao is also expected to address the city's finances. the city has a general fund deficit that predates her time in office. there are a number of hiring freezes in place, and there's just not enough money to grow any public services without taking from existing programs. and then there's the issue of the athletics, not just the a's and baseball, but under thao's leadership the city has started to make plans for smaller soccer teams. there was a push to bring a wnba team to the city, which ultimately did not happen, and, of course, as we know, the a's are pretty much gone. the community organization neighbors together oakland is holding a press conference at 11:00 this morning to decry what the mayor is doing. t

mayor thao, nice to have you back on the program. this sounds really interesting here. i think it shows the people of oakland that opd is trying to stop or do anything to curb the car break-ins. what's your take on this new strategy? >> yeah. you know, we meet every single week to really think through the different strategies that we're going to be hosting. we look at the data, and we're really data-driven. like i said before, we are all sick and tired of our windows being broken into. we want people to feel safe when they come out and shop and dine and what have you and really support our small businesses. so this new initiative is going to be an out of the box kind of initiative, but we really need for the public to help us in the sense that this does take a whole village, a whole community. so if you see someone breaking into someone's window actively, you know, sending us a direct message on the social media platform instead of calling 911 is going to be something we're going to pilot. >> did you get this idea from another city and did it work in other areas? >> we

mayor sheng thao joins us now on the afternoon edition. thank you for joining us. we heard from people in oakland yesterday who wanted you to address the situation with the police chief after you fired leronne armstrong back in february. many of these priorities you laid out are possible without the stability in the oakland police department? >> all the things that i have laid out is already underway. what we are seeing is that it is possible because we have great leadership in place right now as well is while we are waiting for the police commission to recommend potential candidates to be our next chief. this is a process. this is not something we want to rush into but we want to make sure we have strong candidates. we know last time when the city was looking for their chief at that time, a year and a half ago, it has been over a year. we will be getting those recommendations at the end of this year and we will be having a police chief. in regards to all of the things we are implementing, i want to be very clear. the first thing i think about when i wake up is how
