it unfolded live today on the abc 7 morning news. and now we're learning this isn't the first time this sea lion has played accidental tourist. reporter amy hollyfield has more more. >> reporter: even tourists knew this guy couldn't be part of the sightseeing. captured this video of a young sea lion on the streets of san francisco. someone who was visiting the city spotted him around 6:00 this morning and called for help. the sea lion decided to hide underneath a car at marina boulevard. >> luckily we had the san francisco police department had stopped traffic around him and was protecting him until we got there. >> reporter: when officials from the marine mammal center got on the scene at about 6:45 it took a few minutes to grab the little guy who tried to make a run for it. a woman with the center ended up grabbing him with her bare hands. workers were disappointed when they then realized he's a repeat offender. >> he's rescued in santa barbara county in february and brought up here for rehabilitation. he was here for nearly two mon

the u.s. capitol. today a senior u.s. official tells abc news that the gyrocopter was flying at a relatively low speed pretty slow and was less than 150 feet which means it wasn't getting picked up by radar and that's raising a lot of very serious questions of what would have happened if this pilot posed a violent threat? a bizarre scene sparked panic and chaos. a man who says he was delivering a political message to congress flew a gyrocopter and landed it right there on the lawn. the capitol went on lockdown traffic in the area shut down. >> how did that guy even get in here here? that was the big thing. that's what everybody was talking about. >> law enforcement officials brought in a robot to clear of the scene of any hazards. >> one man is in custody and charges are pending. the man piloting the gyrocopter was identified as doug hughes a mailman from florida who drove from there to washington. >> i got a call about a year ago last summer from a gentleman who said i am going to commit an act of civil disobedience, no one is going to get

moving nicely the th . >>> this is abc 7 news. >>> this morning bart is asking passengers to bear with them during slowdowns. the transit agency is admitting some cars are running slower because of deteriorating tracks. >> reporter: bart trains in concord are taking the turn a little bit slower. it's because of dough railerailments like this one. it's not just in concord. they've identified about three dozen other locations where they need to slow down. >> any interlocking that size we're going to slow trains down. >> reporter: they're also slowing down because of old rails. >> there's three locations on the bart system now that we're running trains slower because the ties and rail components need to be replaced. >> reporter: passengers tell us they can deal with going slower. >> i'd rather not go off the track. if they have to slow down, that's fine. >> reporter: worn out rails, rotting ties, bart says it can't ignore its old deteriorating system any longer. >> what riders need to know is bear with us this year. >> reporter: some of that work got under way between fruitvale and colise

the community play space enables kids of all abilities to have fun. abcer chris nguyen got a sneak peek. >> reporter: inside mitchell park crews are softening the edges of what's being called the nation's most innovative inclusive playground. >> it's been a labor of love it's been a lot of work. but it's a beautiful legacy to leave behind. >> reporter: six years ago, olenka went to city hall with the idea of building an ada playground in the city her daughter could play at. city officials set aside the land and $300 in seed money but the rest of the cost would show up to her. >> i would get kids showing up from ziploc bags of coins from lemonade stands. a lot of people feel this is their park and that's what we wanted. >> reporter: her team was able to raise $4 million to make the park a reality. ground breaking was three months ago. this area is called the magical harp. the design team was very mindful in creating zones that were predictable, especially for children or adults with autism and sensory challenges. project managers are counting down the hour
