the air force said our pilots did not do anything wrong. they were performing a routine training operation, which was a refueling operation. they were right in that sense. they did not do anything wrong. the federal government had a difficult time response in -- responding in that event. there was an act that limited the amount of compensation victims could receive. that was a $5,000 cap. not a lot. when you talk about 23 victims on the ground, that is not a lot of compensation. the air force immediately set up reparation payments. $1000 relief payments in the area. this is for anyone in the community being affected. they could sign paperwork and get some type of reprieve, some type of payment for immediate concerns. as they do this, they find that not many people want to come and sign any paperwork. they don't want to receive the $1000 and did not understand why. they recruit jim garman, one of the only african-americans recruited at the time, and they begin to understand they don't trust the government. the air force had a tough time assis
