brad benson, working on the team representing the america's cup project. since we last spoke to you, a lot has happened. you have seen this play out in the paper with the america's cup project. we regret we did not have an opportunity to get a written report to you today, but we wanted to provide a verbal report to the commission about where things stand with america's cup planning, and where we expect things to go over the next several weeks. as you know, on february 27, the america's cup authority and mayor lee announced the event will continue as planned in 2012-2013, but with the proposed move of the team industrial bases to tpier 80. as you will recall, the world series events planned in 2012, we're looking to pier 80 as the site to host team bases. the development portion of the deal that we have been working on over the past year will not proceed, and as a result, we expect more discreet investment in the waterfronts, and we are not looking to development agreements to repay that investment. instead, the port would undertake the required improvements

last few weeks, putting together the development agreement that is part of the investments on the america's cup, which oracle and others have been working on. the last couple of weeks, i have been a key participant with members of the board of supervisors but also engaged between our staff and the abet a party and corp. team staff, to try to get to all of the complex agreements that have to do with the investments. i will say, in light of those discussions, some of which have been written about extensively from all of you, i started to get the feeling that people were for getting help on this race is going to be for our city and started talking about not only the complexities of planning, permits, investments, returns on investments, i even have people start mentioning lawsuits that have started to creep up. i wanted to get back to the focus. the focus has always been that we would work with our event authority, with the oracle racing team, to present one of the best, most interesting, and dynamic international races this country has seen, and to get back that excitement and not get so bogg

it was to present things in keeping with the america's cup planning the we have been doing. that was a change that had been long coming. the plan context part of the port itself, we will maintain that. that adds a lot of value. this is what happened to our overall estimate for the year. largely driven by the 3.5% cost escalation at the capital planning committee generates. 3.5% his representative of what has been for the last 10 years. last year, 1.5%, in their early years, as high as 10%. i am sorry. this is out of alignment. this is a breakdown of regionally of the six waterfront areas where we are -- where our need is and how that has changed over time. what jobs out here is the northeast waterfront and south beach has decreased by the potential amount. those are the results of revised estimates, particularly, seismic estimates, where we gained certainty about the use that will be there. for piers 20, 29, the cost had been derived from the potential development there. now we know it will be a cruise terminal, port engineers could look at that and say it was suitable from

under that revised proposal, the city would provide the new leases to the america's cup event authority for periods ranging from about a month from now to six months after the match, which is scheduled for september of 2013 on a rent-free basis. and the port would conduct a series of improvements to port property using port harbor funds to prepare the various sites for the events and fulfil certain regulatory requirements, which i will go over in a moment. the delivery dates -- either under the lease disposition agreement or the permits for the america's cup, mainly issued by bcdc but also the regional quality control board, are very aggressive timelines, and the ports that -- staff believes we cannot use the standard contract in process that the city has an be able to build those improvements in time, particularly with respect to peers 30-32 -- piers 30-32. hence the ordinance today. the reason we are asking for quick consideration is that the port commission is next going to consider the least disposition agreement after the board's approval. the port commission also has to approve th

as a result of the construction activity and the america's cup village concept, shoreside power will be out of commission from basically this month, february 2012-october 2013 when phase two of the cruise terminal construction project can start, along with reconnecting shore power at that location. that obviously creates a lot of air quality impacts and sequa process quantified those. they found impacts to be significant. we had significant public comment from our environmental partners and regulatory agencies to look at these issues. as a result, the planning department through the environmental review officer impose a mitigation measure requirement to install shore power at pier 70. i really want to credit jay hawk who took the lead on the pier 27 project, and he was the person who identified the opportunity and have been talking with you over time and really came up with this solution. with the help of one of the sub- consultants we did some modeling of the air quality benefits of the proposed pier 70 shoreside power project, and it will have major air quality impacts for the south
