the public, but there are increasing signs that day is coming. a washington post poll just out finds 47% of voters approving mr. bush. the same rating president obama now has and a roughly 40% increase over the approval mr. bush had when he left office. part of this is doubtless the mellowing of public sentiment out of the public eye. it may get the dignified silence he has obtained as his successor has criticized and blamed him for the nation's problems. people are perhaps beginning to appreciate that president bush for all his texas swagger is a gentleman who unlike his successor ever used the bully pulpit. the pomt taken after the boston bombing shows renewed awareness that despite the con throw verse jis over the wars in afghanistan and iraq, mr. bush kept the homeland safe after 9/11. he noted in his farewell address that most americans moved on to 9/11 to live as it was before. i never did. indeed, he didn't. the war on terror as he called it was the central mission of his presidency. the public may now be increasingly grateful that it was. >> all right. as always, thank you. what do you think of the bush legacy? let me know o

here are interesting polls looking at the approval/disapproval ratings before and after the gun vote.o a new ppp poll, nevada senator dean heller lost two points overall. senator mark begich is down a net of six points. his colleague in alaska lisa murkowski lost 16 points. senator rob portman of ohio lost a net of 18 points. according to the quinnipiac poll, senator pat toomey of pennsylvania who was the partner in the deal, picked up a net seven points since the vote. tim carney is with me right now. also sam stein is politics editor of "the huffington post." i thought your analysis was great in the column. it showed the enormous power of the hardliner, the tough guys, led by cruz, led by mike lee, and, of course, rand paul to basically draw the line. you cannot support expanded background checks. not at the 30-clip rounds. 30-round clips. not at the assault weapons. you can't vote for that, and that's what -- >> and it works. it's an inside/outside game. there are other groups who do this in washington, too. here you have the most conservative senators. they stand up. they take a s

the phase one program rates at this time. i think the challenges is given a lot of these numbers that go into the analysis performance base is not making a recommendation. however if the rates be approved, we do have some procedural administration recommendations to make with sflafco that the program manages aggressively is cost. we talked about the three levers and the cost and whether or not that can be managed as well. looking at these 3 levers, it maybe the ponlt possibility to at least bring a potential for a premium to be reduced. but the other recommendation is to refuse the cost at the initial start up. we anticipate the program to have a start up cost and be unpredictable in terms of those cost and a time to bring back the rates and cost back to the board for further review and further comment and to continue to reach out to the board for meetings and to plan and execute measurable and local build out program. if there are further questions or issues, please let me know. >> any comments or questions? commissioner veet ori? >> i want one clarification, you are saying the rates seem sound even though it's a premium product? >> the board has a certain mandate to determine whether
