we'll go to the b.l.a. >> good morning. yes, as miss gorham said, we probably do have a difference of opinion in terms of our recommendation. this lease when originally approved by the board of supervisors in 2008, extended to 2023. in 2012, there was a letter in the file that increased the square footage of the lease, so our recommendation is to amend the proposed resolution to increase the square footage to 14,229. and then of course where we have a difference there was supposed to be an exercise of the first option in 2013. that exercise -- that option wasn't exercised. the information provided today was not -- was new information to us about why it wasn't exercised. so we recommended considering this to be the final lease extension through 2023, otherwise, we do recommend approval. >> president cohen: okay. i was wondering if you have anymore -- miss campbell, i was wondering if you had anymore insight into, i think, the second recommendation that there's disagreement on? >> the second and third, they go together. >> pre

see if the b.l.a. has any questions. i have a few that i'll ask after the budget legislative analyst makes the report. >> chair cohen, members of the committee, the actual legislation before you that you are being asked to approve has two components to it. one is to retroactively approve three lease, excuse me, agreements with p.g. and e. and p.u.c. for resource adequacy, summarized these three agreements on page 12. as we say in our report, these are short-term fixed price contracts, but they do require binding arbitration, and they delegate the authority, the board's authority in that circumstance. the second piece of the ordinance is to delegate authority to the p.u.c. general manager to enter into future agreements for both cleanpowersf and hetch hetchy that could require binding arbitration. and he set out the conditions which that would be allowed, page 11 of the report, because this legislation does delegate authorities otherwise sit with the board of supervisors, we consider it to be a policy matter. >> president

the budget legislative analyst has a few comments on this item for item 6. b.l.a. report. thank you. >> so, on in terms of the budget for this contract, page 14, table 1 of our report, annual budget, 7.2 million, the table there shows how it's allocated for each of the programs that's being covered by the contract. the total budget over the three-year term, including the contingency, is 24 million. this is shown in table 2 page 15. funding sources, 40% general fund and 60% federal and state funds and we recommend approval. >> supervisor cohen: recommend approval, great, thank you. appreciate that. thank you. any other -- >> i did just want to add, you'll see me the next several months with a small handful of retroactive contracts that if everything had gone smoothly last year you would not see the word retroactive and we don't like to bring them that way and i know you don't like to receive them that way. last year almost all of our behavioral health services were out to bid, we had protests that caused delays, we did not have -- we had key staff vacancies, the conversion f

i think we would say the same as the b.l.a. no formal analysis to quantify that. >> president cohen: colleagues, i have circulated amendments that would update this ordinance in three concise ways. first, it sets the minimum compensation ordinance for profit contract workers airport workers to $17 an hour. second, sets the effective date to november 3rd. and that's the most expedient time to get before the mayor for signature. and sets the effective date to november 3rd or the first available effective date of the ordinance, whichever is later. that is consistent with the way we handle our contracts. and finally, the third apartment i'm proposing includes an annual c.p.i. adjustment for all, for profit workers on contracts with the city, starting on july 1st of 2019. so, given that the san francisco airport workers are not subject to our city's minimum wage, this m.c.o. update is long overdue, and i do ask for your support on these amendments and i hope we'll be able to move it forward. public comment is closed, sir. thank you.
