i have worked in the bayview since 1984. have been watching the upper house what i had to slow down in my work i did spend some time volunteering. but there was an opening and i thought i'm going to do this now. i got onto the program and became chair of the program. it was easy to get there. i started to make things happen. the first thing and the event that i put on was a celebration for president obama who was being sworn in at that time. so we had a big celebration at the opera house. >> that is awesome. that is great. tell us about what is the bayview opera house have to offer the community? >> the upper house has a lot of things happening for the community and i'm really glad for this opportunity to put the word out. one of our problem is is that a lot of people do not know what we have going on. we want to bring art and culture to the bayview. and so would like to bring art and culture to the community right here. and for that purpose we have our dare to dream afterschool enrichment program. we have about 170 kids come

a lot of the people in the portola did go to work at the bayview hunters point shipyard. the community has changed a lot since the 1920's, were originally started out as a large jewish community. after the jewish are adolescents -- after the jewish settlers, they became more maltese and italian. the last census showed, we were 53% asian-pacific islander. the community has continued to grow and change. everyone has really embraced that. we liked that sort of diversity here. >> now, let's meet the president of the dogpatch neighborhood association. she will tell us about life in dogpatch, a clean neighborhood on the eastern edge of potrero hill, and we will learn how the residents convinced the city to a vigil -- to designate the area a historic district. >> dogpatch and the health and cottages are the historic houses in the area. those were built for the union ironwork. this really is one of the most original live-work neighborhoods in san francisco. because of this mix of housing and industrial, they need to sit in terms of scale and mass and height for the neighborhood. d

the area? because that is what i heard earlier from testimony regarding bayview hunter's point. that is going to be a huge issue -- not issue -- huge change. we would have to redo the nexus study. i had a right along scheduled for the bayview district in january, and i am arranging with captains who were the other is to have a town hall meeting that occurred last night and i attended that. there were about 30 neighbors in the area that attended that meeting together with the captain as well as the supervisor of elections. the object of the meeting was to talk about citizens' concerns in the neighborhood and around pedestrian crossing, and in particular, the bridges and whether there should be partial closures or whether there was lighting or other preventive measures that would be like a partial closing. there was not a resolution last night, but statistics regarding those types of crimes were provided by the police department. it was enlightening to be there and hear some of the concerns of the neighbors and how they are addressing it. in getting the concerns. >> i am not sure if the assistant chief wants to speak to this, but i know that chief gaston is sending 3 sfpd representatives to memphis to ride along with their police officers to observe how they respond to the mentally

it was a meeting over at the bayview area of the day after an officer-involved shooting where there was a vietnamese-chinese person who was mentally ill but was killed. members of the community appreciated the chief coming out the next day and organizing a bilingual forum to allow people to ask questions. we did get good questions. i spoke directly with residents. they were concerned. they have questions about their being more than one incident of mentally ill asian-american residents being shot or harmed or killed by an officer, regardless of whether it was in your out of policy. that was a concern. we will be receptive to hearing those concerns and learning more about it. the president and i will be meeting with the office of citizen complaints in a couple weeks to discuss strategies we can take and recommend in terms of policy and training regarding mental health. it goes to that concern, regarding these residents. president mazzucco: thank you. anything further? >> i spoke with the commissioners about this. i will be joining the subcommittee. it is one of the most important issues w

the entire candlestick area as well as most of the bayview is within the pda. supervisor cohen: can you tell me what makes a neighborhood attractive to attract a foreign ifd? >> i should clarify -- the state law does not have as many restrictions as we are proposing. it essentially says it has to be essentially a partially undeveloped area, and that is left undefined, but we believe that means lacking in infrastructure. that is about it. the moneys have to be directed towards public facilities, and, of course, you have to have a vote of either the property owners or the people, and it cannot be within an existing redevelopment area. the logical reason for that is we are already using tax increment with in redevelopment areas, so it would be duplicative of that. those are the broad restrictions if you will on the use of that at the state level. we were asked to restrict it further in san francisco, primarily out of a concern of projecting -- protected the general fund. supervisor cohen: fast by whom? >> by all our partners in the city. their job is to make sure
