i'm the project manager for bayview hunters point. hearing has been long awaited and is the final action required for the agency to invest in two key public spaces in the bayview hunters point redevelopment project area. a total of $1,185,000 was included in the agency's 2009-2010 budget for improvements to both the bayview opera house and the surrounding plaza. before you is just a quick map just to orient you as to where the opera house is located. this is the opera house, this is oakdale and this is third. built in 1888 and recently placed on the national register for historic places as supervisor cohen mentioned, the opera house is located at the corner of third and oakdale and is in the heart of the town center redevelopment project area. the opera house offers a full spectrum of recreational arts, entertainment programming. it is truly a gem in the bayview community. just a few pictures of the opera house itself. given its cultural significance, investment in the opera house and the plaza are strategically important to the revit

a lot of the people in the portola did go to work at the bayview hunters point shipyard. community has changed a lot since the 1920's, were originally started out as a large jewish community. after the jewish are adolescents -- after the jewish settlers, they became more maltese and italian. the last census showed, we were 53% asian-pacific islander. the community has continued to grow and change. everyone has really embraced that. we liked that sort of diversity here. >> now, let's meet the president of the dogpatch neighborhood association. she will tell us about life in dogpatch, a clean neighborhood on the eastern edge of potrero hill, and we will learn how the residents convinced the city to a vigil -- to designate the area a historic district. >> dogpatch and the health and cottages are the historic houses in the area. those were built for the union ironwork. this really is one of the most original live-work neighborhoods in san francisco. because of this mix of housing and industrial, they need to sit in terms of scale and mass and height for the neighborhood. durin

the police district includes the bayview and hunters point, areas that have struggled with violent crime more than any other part of the city. how did he do? according to the city's crime stats during the last two years under suhr, homicides have gone down by half. >> i think it's fabulous. but then i also -- there is a little bit of melancholy because i want him to stay. >> reporter: lashaun walker of the bayview merchants association says the lower crime rate is a direct result of suhr's work with the community. >> those partnerships are encouraging merchants and residents and other stakeholders to get more involved in their own safety. >> reporter: at the willie mays boys & girls club in hunters point -- >> it's been great. >> reporter: -- the program director tells me suhr has been very actively involved, even personally helping about a dozen young people get jobs last summer. >> he has been very instrumental in the presence of the police up here on the hill and providing a sense of security for the families. >> reporter: but many here point out crime is not reduced by a police force

because it is not in the bayview. it is in dog patch. this difference it could. it is not below public housing. it is not going to create the same environmental justice issues. it is easier access from to the wheel of freeways, so we would have -- easier access from two freeways, so we would have better access, and it is closer to the central, so if it makes sense to the city to utilize pier 84 the replacement -- long- term replacement of existing facilities, we are open to discussing that. we do not know what it would cost. we do have some idea of what it would cost to build facilities at the property we currently own. we would have to do an analysis with before, and we are more than happy and willing to do that. commissioner campos: i think that commissioner pimentel wanted to ask a question if you do not mind. commissioner pimentel: if you decided to move to appear 80, would you continue hire from bayview, or with a go into a different zip code -- if he decided to move to peer 80, would you continue to hire from bayview, or would it go into a difference of code

that provide direct assistance to any small businesses in the city that need help, such as meta, the bayview research center and the small business assistance center right here at city hall. we have a number of different loan programs that enable small businesses to get access to capital. that allows them to expand or strengthen their businesses. these services absolutely create jobs. our offices able to make a limited number of office sought improvement grants to business and they can use this money to attract customers so they can create more jobs. there is a lot of demand for the program and we wish we could expand it all over the city, but right now is targeted toward our neediest neighborhoods. of course, it is going to be a candidate for many -- for any major corporation i talk with to expand that program. i commit that to you. i join the board president this week in announcing the jobs2 program, which is targeted at small businesses to take advantage of are still available funds so that we can increase up to 300 new jobs in our neighborhoods. regarding the mid market area and the comm

the other side of bayview hill. >> commissioner moore? commissioner moore: you have a large number of people living in the development. i anm concerned about how they will get across 10 freeway lanes. to cross a 120 foot right-of- way before they come to the park. signalization is one way of putting it. this is not crossed with a normal change-over. when this road is really designed for higher speeds, traffic, and transportation, in the event there would be a game in candlestick park. executive park boulevard -- this is enough distance to have two signals here. in that short of a distance, public works would build two signals. you need to time them for pedestrians to cross 10 lane freeway -- a 10 lane freeway. what thoughts have you given for the residential neighborhoods to reach this? >> this is not part o fthf the scope. my understanding, one of the transportation planners -- the yary are designed with a couple of signals in these intersections. >> you have give nthis a -- given this a lot of thought. both entry points are signals. we h

the excelsior. we operate 10 different facilities. most recently, we opened a center in bayview hunters point through a collaborative effort. as you are well aware, but you hunters point is probably the most toxic area in the city and county of san francisco. it is also the area that most low-income folks are moving to. in response to primarily the relocation of low-income families in the mission, we formed a collaborative and introduced a continuum of care facility, providing services to 34 children, all children of working, poor, low-income families. i am proud to say we are here this evening in support of the rebuild plans of cpmc, including the rebuild of st. luke's hospital. we are not here to tell cpmc how to work with community, but rather to say that we appreciate that cpmc knocked on our door when we first moved in to bayview hunters point and asked how they could assist in providing services directly to the bayview child health center, the only child facility in the bayview hunters point operated by cpmc. we are here again to say thank- you to cpmc. they are reaching o

my name is nancy and as you know i've always come to speak on the behalf with of the by a vue community. but -- bayview community but today i'd like to talk about not the target population but the chinese and asian community in the bayview. i'm here to speak about the bayview community that is mourning the loss of a son, a student, a friend, the chinese community has been hit hard with the tragic death of andy xing. students throughout the district feel the pain as those that did not even know him, they're also grieving. all families involved are grieving. i've met with some of andy's friends last friday afternoon. they expressed that they have no one to talk to. no one to talk to about their feelings and no one to open up to and express their pain. the chinese, asian children have been overlooked. we say that they're doing well and fine due to their academic performance, but we fail them in their social needs and forget that there are some that stray and become involved in dangerous activities. the students say that they need someone young that can relate to them, a mentor that can speak their languag
