a lot of the people in the portola did go to work at the bayview hunters point shipyard. the community has changed a lot since the 1920's, were originally started out as a large jewish community. after the jewish are adolescents -- after the jewish settlers, they became more maltese and italian. the last census showed, we were 53% asian-pacific islander. the community has continued to grow and change. everyone has really embraced that. we liked that sort of diversity here. >> now, let's meet the president of the dogpatch neighborhood association. she will tell us about life in dogpatch, a clean neighborhood on the eastern edge of potrero hill, and we will learn how the residents convinced the city to a vigil -- to designate the area a historic district. >> dogpatch and the health and cottages are the historic houses in the area. those were built for the union ironwork. this really is one of the most original live-work neighborhoods in san francisco. because of this mix of housing and industrial, they need to sit in terms of scale and mass and height for the neighborhood. d

-- to the bayview pac. you name it, we have been there. i think the kind of outrage that we have had has been unprecedented -- the kind of outreach we have had has been unprecedented in the city. in addition, e-mail and snail mail a number of newsletters to people. we are still getting back coupons from people wanting to know when the houses are going to be available and that kind of thing. i personally have participated in neighborhood fairs, and we have done balloons and t-shirts. i mean, there is no development out there that has had as much about -- as the executive park has had. i am pleased to say that we even had a 30-year barbecue to celebrate the 30th anniversary of the community advisory committee for the executive park. i am pleased to say that we have had just a tremendous amount of community support throughout the entire community, and we have leveraged, frankly, our community support to be used to support the continued opening of the candlestick point state park. we have kind of combined our e

it was a development concept for the entire bayview huntesrs- point. article 31 came out, the most comprehensive set of regulations. what you have, you have local, state, and federal regulators. it is the bay area quality control. they have been very instrumental. it is something that you must all get a chance to see. [tone] supervisor campos: thank you. >> thank you. supervisor campos: next speaker. >> mr. chair and supervisors, the community has been engaged in reviewing and discussing this issue surrounding regulation to clean up bayview-hunters point for more than a decade. no other site in the country has undergone as much investigation, remediation, community process. there are more than 30,000 ground water samples. more than $700 million has been spent on the cleanup of the site. article 31 of the health code called for additional oversight of the shipyard. it predated this. it was and still is the most unique program in the country that regulates and reviews construction at this level in detail to be protective of the public. multiple regulatory

and the mission, especially in the bayview, are at risk for failure. the problem is that if they fail in the ninth grade, it is very difficult to catch up and be able to graduate. so the city, very generously, was set to give us some -- [no audio] sorry, i stand corrected. is city-wide, not just limited to students in bayview. to provide summer school -- summer school as well as the after-school training that will support those students and support their success in the incoming school year. but i am not aware of any other summer programs going on. i know there is work led by margaret brocken, and we were at the rally the other day for summer day learning. i am not prepared to speak to what she has launched with that program. supervisor mirkarimi: ok, thank you. supervisor chu: thank you. while we have you, do have a presentation for the county education office? >> no, sorry. supervisor chu: all right, i asked maria to stick around a little bit. we're going to try to get their first five as well as cfc before we take our break, then we will resume with j

he didn't tell people about what he was doing in the bayview hunters point or mission. and when this process was made, the selection of greg suhr, it was the soccer players in the mission district that picked him or the kids in the boys and girls club. the rank and file police officers. the police officers on the street, the guys who got their boots on the ground and women who work every day that approached me and other commissioners in the coffee shops and said greg suhr is our chief. we will work for him. alleys true leader. thank them for bringing him. i want to tell you i met greg suhr, i knew of him in high school. i knew you couldn't trust him to hold the ball. he had to block. we shared that. but i was his fastball coach when i finished my college career as a football player and i was asked to coach the san francisco police football team and i had had defensive lineman and linebacker who would go straight through people and did all he can. i knew at that point this guy was something special. he was younger than him. i want to get that clear but i was his coach and

street merchant corridor and an opportunity to revitalize what i consider to be the main artery of the bayview district, of the southeast quarter. third street is a pretty long streak. from at&t park, it goes all the way to candlestick park. there is a lot of opportunity. don't squander that. we wanted to be a healthy mix that reflects the cultural history of the southeast part of the city. >> what are your thoughts on how the city can deal with the budget issue? >> we are in a very difficult time financially as a country, as a state, as a county. we have a multimillion-dollar deficit. what i see is we have competing priorities. >> ok. >> there's a whole host of non- profit and service organizations that provide a service and a social safety net for people. if people are not able -- they're not making money to get on calworks, or they get on aid, we cut that aid, that has an adverse affect on a population that needs it. i would like to see the city continued to move in a direction where we are prioritizing when it comes to our budget, our budget strategy. i was fortunate enough to be named to

the bayview opera house, the mission cultural center, as well. we will be in conversation with the san francisco unified school district to look at communities where arts have been pulled out of the curriculum and find opportunities to partner with the school. and also, the community arts and education program that would really maximize our opportunity. as far as implementation, we have been thinking about this quite a bit. our best thinking today is we will be creating an arts committee in house that would have representation across each of the enterprises. the idea is that at the beginning of each fiscal year, the arts committee, made up of staff and representatives from the arts commission as well, would identify our priority as we think about those dollars each year. we would be able to hear from, for example, waste water. can you think about arts enrichment in these particular districts? the idea would also be that as we are building facilities, we are building an environmental interpreted center -- that staff would be able to say we will ne

the bayview hunters point mobility study has continued to make progress and we are currently in the process of interviewing and working on basic needs issues with the community-based organizations, we have had detailed interviews with the bayview hunters point multi-purpose center, the southeast health center, and san francisco air transit. finally, i would like to take a moment to highlight the last two things in the report. first of all, it gives me great pleasure to introduce a new member of staff, filling the principal engineer position. she is standing over there. she joins us with a distinguished record. she is a graduate of the uc- berkeley graduate school, like myself. she has an ms in civil engineering. she has worked extensively for the private and public sector. she has also worked as a consultant for the california high speed rail program, in the program management office, developing th. she brings program level management experience. she has even been the owner of her own firm. we are delighted to have her with us. commissioner mirkarimi: welcome. >> the last thing, when the an

for example, eventually, we will have -- we will say, in august, in the bayview, murders intensified. we will be able to support officers into the bay view in august to prevent crime. the simple answer to your question is there are four phases that we have outlined, but it is something we will continue to add more and more functionality to the system as we go. supervisor cohen: [inaudible] >> comstat was sort of the beginning. that is what we're building on. it was an oracle database, but much of the work that was put in was manuel, so we are essentially making it automated so that the information going in will be coming directly from a police officer. a police officer enters a crime report, everyone will know about it instantly because it will be going directly in as opposed to it gets printed, sent to the records room, entered into a mainframe, stand, goes to a records room, and the most important part of the crime report, which is the narrative, is not accessible, other than by walking down, knocking on the room, and pulling out the police report. >> i just wanted knowledge will ha

i am here in support of the bayview hunters point methadone clinic and the clients that benefit from their help. i did not prepare a speech. before my treatment, i was living a life of crime to pay for my habit. i was going in and out of your county jails. that life was leading me to desperation and despair and death of eventually. i got the help that i needed from them. from them, i was able to learn the inner demons and work them out. i was able to connect with a higher power. i was able to connect with my family that i was a strange from. i recently got married. i was able to find a home. the daily toil of looking for drugs was no longer an issue for me. i was grateful for a system that provides this for homeless people, people like myself. i am one of the faces of those people. please take what i say to heart. the thought of not having that service was astonishing. i will probably still try to walk a righteous path. it will be a little bit hard. i thank you for your time. all right, our next presenter who is going to present very briefly is the executive director of the bayview hunters point foundation. he is going to talk about keeping waste from the department of public health meeting. i also want to acknowledge barbara garcia. i do not think i acknowledge her. she is here at the table. >> good evening. our meeting was a public health meeting and represent some but not all of the providers in district 10 that are funded by the department of public health. our conversation focused on a public health approach, which is moving not just individuals but entire communities to health and wholeness. we came up with priorities that kind of look like this. we wanted a budget that supported coordination among and between all providers across funding, program, and department silos. we wanted budgeting that would help in the development of social capital. we wanted to see budgets that promoted prevention, which includes access to healthy foods and folks actually purchasing them and eating them, access to safe exercise, and people actually exercising and enjoying the be

the bayview/hunters point substance abuse program was designed to address needs of individuals entering our outpatient program, and should remain in place of resource, support, and encouragement to the community. substance abuse services in the bay view and the city at large should be increased instead of reduction in funding. supervisors, i urge you to add back our funding. treatments work. president chiu: next speaker. >> good afternoon, supervisors. my name is jacob moody, chairman of the congress of african american organizations. "what to think the mayor, supervisor -- i want to thank the mayor, supervisor chu, and the board of supervisors for a more open process. there are cuts to the mental health services in the mayor's proposed budget. i oppose the proposed cuts as inconsistent with the budget priorities established at the mayor's meetings, particularly preserving programs that meet a basic human need and prioritizing the most vulnerable. treatment is the key to employment, housing, productive lives, and stable families. cutting treatment hurts people. in addition, as the chair
