[applause] askinder is very worldly. he knows what is happening in our city and in this neighborhood. he is investing in an neighborhood he knows very well and investing in people. that is what makes a great menu, if i can put that connection together. a menu that will be reflective of the health of this neighborhood. it will get us involved. it will get the contractors involved. some are down here working in the bayview, along with the contractors and vendors throughout this corridor. he is working with mohammed nuru who is here as well with dpw. he is working with our city administrator noami kelly, who is also here. we're all here in collaboration to make sure that you know city hall is going to continue putting resources in. we are reinstating the

i live in the bayview. i see our kids on the street every day. i see what has happened in the bayview and in our schools and in the mission. we have been applying for money left and right, and i will be the first to be on board and a place we can get money. you guys know that. you come to me to ask, where is the money? and we have been successful securing dollars for communities that need it the most. those are investments. those are investments in our children. so tonight for me is not about whether or not this is the right thing or the wrong thing for the teachers. i respect seniority. i respect our union. but this is a question about whether this is the right thing for our kids. and that is what i was elected to do. i was put on this board to speak on behalf of our kids. and my own kids have been in the schools that we're talking about. they have seen what turnover can do. this is -- and i said this to you earlier, mr. kelly -- a small gesture for something that will have a huge impact. and quite frankly, if we push this down, i don't think we

and i love the bayview. i love the portal. as a resident of bayview, they do not seem like the same to neighborhoods to me. that is my own personal opinion after living there for 10 years. i identify myself as a baby -- bayview hunters point resident. when i go downtown i take the tea. i am waiting for the new library to be built which will be great and if there are community meetings i am interested in, they're in the bayview so that is where i am coming from. that is where my community of interest lies. the geographical barriers of the freeways to me create -- it seems odd to me to try and overcome those geographic barriers that have been there for years by making their movement -- that is all i want to say. >> i live and work in district 6 and i have some specific feedback tonight about what you have done in the current plan to district 6. there has been a lot of public feedback from folks who live in the tenderloin who want the district building to remain at post street. we are talking about a lot of people. what the task f

we will get there with the bayview and north beach library. they will be completed because we have wonderful public works managers on top of that. we have the chinese recreation center that is about to be completed with rec and park. we have a number of fire stations that are part of the whole public safety program, again it reflected in the 10- year capital infrastructure plan. i want to note that public works, while being one of the most important infrastructure departments, has also, over the years, had leadership that have collaborated with public utilities commission, with the port, with the airport, where it muni so that it is part of the official city family of doing things. i know that ed reiskin appreciates this collaboration, because that is how we get a lot of things done. it is not just the construction departments that we collaborate with. we are collaborating with our police department, with our human services department, with all the other agencies that need to get involved. when we do that on the front end, we get even better re

the bayview is approximately over 60% right now. the first store we opened, we had to work with the city on that one. >> karen johnston. the first store was on -- under a first source hiring agreement. we worked with the office with -- for our hiring commitments on that location and that was the same case for the bayview store. since that time, we partnered with ycd to keep our local numbers of. that is our community hiring partner on going in the bayview. commissioner wu: do have specific numbers about how many of the current staff are locals? >> i know for 32nd and comment -- clement, it was tougher than that the code. our partners try to get that number up -- tried to get that number up. we have hovered around 60%. that is in the 94124. and it is higher for san franciscans. >> can i follow up on that? we have some testimony here that says in the richmond district you promised 50% and that percent is much lower according to -- >> that was a tough one to get that specific zip code and it was due to the applicant pool. that was initi

[applause] >> we have what we call the third street corridor program here. it is a collaboration with the baby business resource center. is sharing here? it is a collaboration with them and redevelopment and a couple of city offices. over the last few years, we have been able to do improvements on 25 businesses on third street, which is no small feat. [applause] technically, this is part of the program. i just wanted to report from our staff, limon was standing room only on saturday night. [applause] comintern in over now to tiffany for a couple of words from the four redevelopment agency. i was born and raised in the bayview hunters point. i'm am a part of what was called the 9916 program. i was quite blessed to be born and raised here, also to have a job to turn into a career here. now, the question i have for the commissioners and for the public here, do you really believe that the seven applicants every two years for a waste-water facility of that size is acceptable? i don't think so. i do think that the program can use some improvements. that is not the real problem. what we need to do as a community is to speak with the puc and have them understand. as that plan progressives, multimillion-dollar is are being sent there. you are right, millions. that is all fine and well. the problem remains the same. as this facility develops, the program should also. i started in 1982. i was the third class to come through. we started with 10 people. over the years, the program has gone down to 3, 4, 5. now we are at 7. the people are coming through are good candidates. that is not the problem. the problem still remains the same. f

we have an application pending for the bayview store. during the start of phase of our business, california has had a moratorium. the first was put in place in 2009. that went through to the end of 2009. in 2010, they lifted it. that is when we started applying. it is not an even process, and it is a long process. when we were developing our plan to roll out, the state imposed another moratorium last year. there were going to list it at the end of february. they put out an alert that said it was continued. i have all the alerts hear from the california wic program. i feel passionately about this. if we are going to go into underserved neighborhoods, it is something we have to have, which the community wants. it is not our policy to not accept wic. i want to make that clear. when love to partner with schools. we have a shop for schools program that starts, i think, in september. it runs through the end of the year. all schools within the radius of our stores can register. $1 of every $20 spent goes directly to that school. the parents can

. -- in the bayview. severing that service would be possible. >> this does not address the special education. with respect to james lick, our middle school feeder pattern does include bret hart feeding into james lick. that feeder pattern would need to be supported. >> i understand, but presumably there would be more than six kids on the bus. my other question is, on page 23, what does other mean? where are we taking 658 kids after school not to an early elementary school, a middle school, or an after-school device? >> and there would be going to neighborhood stops around the city that are not identified with a day care. commissioner wynns: 10 we just drop them -- we just drop them off someplace, not a street corner? >> and that is correct. commissioner wynns: that is crazy. >> areas of the city were assigned specific schools. some stocks were put at neighborhood locations convenient for the parents. those stocks have remained -- those stops have remained through the various changes in transportation. comm

and realized that by cutting down the number of schools, i would be cutting out many schools in the bayview, which is an area of the school that, as commissioner fewer, said, we have many years broken promises. at the end of the day, i could not find a way to justify that in my own mind. i think why i have struggled so much with this is i thank the data that you gave us shows there is an arbitrariness to where we have drawn blinds, -- drawn blinds, the superintendent's zone. why isn't alvarado a superintendent zone? it should be. i ask that question to the superintended today. i ask that question to the deputy superintendent, that question, and the answer was, we cannot do all of the schools that once. given what i know what our budget looks like, given i know what has happened every year but does happen to the budget since i sat on this board, i know they are right, we cannot do everything that we should do, that we rightly should do for the students, that they deserve. i, too, and terrified to take this vote. i did not like taking it. i know that is deeply painful and will be seen as a vo

street merchant corridor and an opportunity to revitalize what i consider to be the main artery of the bayviewistrict, of the southeast quarter. third street is a pretty long streak. from at&t park, it goes all the way to candlestick park. there is a lot of opportunity. don't squander that. we wanted to be a healthy mix that reflects the cultural history of the southeast part of the city. >> what are your thoughts on how the city can deal with the budget issue? >> we are in a very difficult time financially as a country, as a state, as a county. we have a multimillion-dollar deficit. what i see is we have competing priorities. >> ok. >> there's a whole host of non- profit and service organizations that provide a service and a social safety net for people. if people are not able -- they're not making money to get on calworks, or they get on aid, we cut that aid, that has an adverse affect on a population that needs it. i would like to see the city continued to move in a direction where we are prioritizing when it comes to our budget, our budget strategy. i was fortunate enough to be named to th

in the site in bayview hunters point, we have been in conversations with the east access group, the folks who do agriculture in bayview and are getting feedback. thinking about what makes sense for that site. there are several community gardens existing in that community. we are in conversation with the different organizations there to get a sense of does it make sense to have a traditional community garden on that side, or is there something we could doing on the continuum of supporting urban agriculture on that site? there is a place where people get compost or pick up different tools. we continue to have conversations with the stakeholders and the idea is we will be conducting open houses for that site in the next few months to facilitate feedback that would be incorporated into the request for proposals that would be released. wrapping up, the next steps as we move forward will continue to solicit feedback regarding the pilot program and determining the best use for those sites. we will require that any operational partners use the most susceptible gardening practices and the work wit

in the bayview, bret harte elementary, carver, malcolm x, willie brown which was a school closure as part of the school improvement grant and marshall high school. in the mission, chavez, flynn, horace mann which is buena vista horace mann k-8 school. nine were funded by sig. all were funded with school improvement grant dollars and in the bayview, two schools are funded with sig dollars. the two zone offices that were created to support this town are led by dr. patricia gray and in the mission. i have the small staff of fiscal analyst and as secretary. there is a supervisor of professional learning in the mission and in the offices there are content and professional development specialists in the area of special ed and literacy and math. we also have attendance liaisons' and of the secretarial support. -- liaisons and office secretarial support. this is based on national research in the -- based on the chicago school study. there are five essential elements indicated in the study that need to be attended to. if you want to transform schools. creating a clear instructional batons and
