and i have to watch our babies throughout the bayview struggle. and i, i want to put on us a vehicle. the things that we allow to happen [speaker not understood] and the liquor store on every single corner in our neighborhood, that is not a school district issue. it's all of us. it's a community issue. and we need to be bold enough to stand up against those issues. and the other thing that i want to say -- and i say this with all due respect, but the idea that we're delaying the building of a brand-new state-of-the-art middle school that was not serving our kids in the bayview hunters point because we're not employing enough folks is challenging for me. and i say this wholeheartedly because there are members of our board that are fighting to ensure that local higher happen in our school district, which we are not mandated to do. but we will fight to make sure that local higher becomes a priority for the school district as well as for the city. but to prevent a school in the bayview to not be built, to be delayed so that our kids cannot come back t

all the actuals that were taken, i put it down specifically in an email and it was emailed to the bayview station, to the director, and everybody has a copy. so to say that we haven't done anything up to this point is kind of inaccurate. the weird thing is that this happened july 27th. on july 31st we had -- the club had an issue with our landlord and we were actually locked out for a month and a half. >> i don't mean to interrupt you, but you are far afield from this outdoor loudspeaker permit. you are talking about what is going on inside your club, which is not the issue before us right now. i just want to stay on track. >> i wanted to address the complaints coming after the outdoor permits. so there was noise that was leaking from the building, even after the outdoor permit would end. and those issues have been addressed. as far as outreach, we have done all of the outreach. >> you have done outreach for this coming october already or you are talking about august, right? because this is a different permit. this is a new permit and outreach has to be done with this permit? >> we do out

. >>> commissioners, good morning, my name is robert davis at the bayview. and i'd like to ask to bring up some topics. i have some prepared notes. one is an emergency demolition order that was signed by the acting director back on august 7th for property located at the corner of thornton and 3rd street of the bayview. the owner has done nothing and the 30-day period is past. the next item is 48 01 3rd street, which as you see in my notes was the subject of a lien. went to the board of supervisors. it was taken off of the lien list because alan davidson from this department or the dbi said receipts have been received and the fines have been paid, but no receipts actually have been forthcoming from the department showing that the fines have been paid. i'd kind of like to clear that up. thank you for mentioning that, open directors hearing, thank you for that also. key matic, i appreciate you mentioning that. i have a easy solution for that and i offer to show commissioner lee did have a look at that. it seems to have gotten nowhere. and the last thing is 18 81

and i might just hypothetically state that there were two violent crimes committed in the bayview area. and when police chief found about that through our report he indicated that he would provide accommodations to increase the safety. and we really appreciate that response. it's important for the continued operation of the cultural centers that longer term or long-term leases be arranged for the tenants in those centers. right now, they are very short-term. they tend to be a year. and it's very difficult for the tenants, that receive grants, to operate for a year from the city, and from the arts commission, to go about developing adequate funding, because they are limited to a yearly contract. and if you are a funder, you would like a little bit more security, before you gave out a lot of money to an organization that has multi-year requirements. so we recommend, again, heartedly, that there be longer term leases. now, about our report concerning the street artists. interesting to know, proposition "l", 1975, as a result of a whole bunch of political action, from 1972 to that point, b

[applause] there are too many stories that we are hearing from our clergy when it is too late. when we are having those individual funerals, when our parents and their brothers and sisters are crying over things that have already happened, where the jobs that we are creating did not reach these unfortunate young kids or our police commissioners and police chief working in concert with adult probation, juvenile probation, did not quite get the person who signed these papers, put their names to it saying, "i will not go back to where our was found with a gun or associate with those very known individuals that are participating in gang mentalities." de sign those papers. yet, within days, they are found. we are not reaching them. we are not penetrating those kids. we have to step it up. this is why our supervisors and i have been talking very deliberately to come together with

the younger individuals. indictment that we did with 10 gang members in bayview. we only went after the 10 most violent gang members. the ones committing murders, robberies. within their gangs, there was another subset of the individuals doing burglaries. those are not the individuals we went after. we went after the most violent ones. by getting of the most violent ones, what happens there was below of homicide, robbery is entailed -- and a lull in retaliatory shootings. what has to be done, you have to find a way to address that lull when it occurs. when he to find a way to have intervention when certain of the most violent members are taken off the streets. we look at the context of the individual, the external factors, and we try to find the appropriate remedy. r log on -- our largest population is african-american and latino students from the bayview hunters point and mission district's. we work collectively with the school district. they worked really well on site at the office. when students are brought in, but as far as day-to-day operations, we all work with each other, even though we are three separate entities. we are getting attendance records. the school district is part of the counseling conferences we are having, so we all work together to support these young people speaking to the achievement gap issue and really speaking more to the schools and hoping they will no longer be truant. i want to mention young people are reporting a number of reasons why they are not going to school. there are number of factors. some young people expressed they could not travel from one part of the city to another. many of our young people who come through our doors are already behind significantly at least one semester, so they need the opportunities to recover that credit, and they do not know how to do that, which leads them to disengage during your w

the bayview station has dedicated a high-level police resources to this area, particularly to a recentash of robberies on and adjacent to the platform. well on the platform, officers tastings and lopez contacted the subject later identified as kenneth harding jr.. he was on the railway vehicle. the officers determined the suspect was riding without benefit obtained. the officers escorted the subject off of the vehicle without incident and requested he sit down on one of the benches nearby. mr. harding complied with that request well officer lopez conducted a standard warrant record check. as he heard officers radio transmission, he suddenly leapt to his feet and started to run east across third street into the crowded plaza with officers and foot pursuit. suddenly, and from a distance of 10 feet from the pursuing officers, harding a ride of the northern part of the plaza and reached his right hand under his left arm and then fired several rounds from his handgun at both of the officers. the officers immediately engaged in a firefight with the suspect. he then it fell to the ground, suf

of the land use committee this year, and i was vice chair last year with our former chair from the bayview hunters point area. i guess i approach land use and economic development from a different perspective. i'm not against development, but i want it to be equitable so we look at the lowest income populations or even middle income populations so that residents have a strong say as development moves forward, whether it is the park ridge said development in the southern, western part of the city or even treasure island with there's many low-income families that currently live there. but it is a strong voice for the residents that currently are there. we also want to see new people moving into the city, and hopefully, we focus also on families and housing that provides better homes and home opportunities for families, but i always say that i support equitable development. i also do feel that big business and downtown interests usually dominate the discussion on development. i want to see a balance of those forces, but also with residents and environmentalists and others that have an importa
