our redevelopment agency made a number of commitments over the years to support funding for the bayview opera house, and that has not been able to be sustained. and, so, in order to keep that project moving we're recommending funding for that project as well. you can see the last point here. today i'm introducing an ordinance i've been working with with the neighborhoods of the bayview as well as the community department to establish a neighborhood notification requirement for parcel zone pdr1b. i'm sad to say this legislation was actually borne out of an unfortunate incident. late last year the old berkeley farms milk plant on oakdale avenue was demolished with no notification to the immediate neighbors and resulted in numerous notices of violation and a stop work order. when we went through -- when we went through nearly a decade long process to create the eastern neighborhood plan, what we established a special zoning category that recognized a particular area of the bayview where we have heavy industrial uses immediately across the street from single-family homes. the contractor in this case clearly made a calculation that if they needed to share their plans with the neighbors before they began their work, that they likely would have a very different project and certainly a different process. so, this legislation that i'm introducing today will require a neighborhood no

of the land use committee this year, and i was vice chair last year with our former chair from the bayview hunters point area. i guess i approach land use and economic development from a different perspective. i'm not against development, but i want it to be equitable so we look at the lowest income populations or even middle income populations so that residents have a strong say as development moves forward, whether it is the park ridge said development in the southern, western part of the city or even treasure island with there's many low-income families that currently live there. but it is a strong voice for the residents that currently are there. we also want to see new people moving into the city, and hopefully, we focus also on families and housing that provides better homes and home opportunities for families, but i always say that i support equitable development. i also do feel that big business and downtown interests usually dominate the discussion on development. i want to see a balance of those forces, but also with residents and environmentalists and others that have an importa

right now i can walk into any school in the san francisco bayview area without anybody questioning my credential and i've done that. the reason why i've done that is because i go in there to check make sure every elementary, every public school complies with williams versus state of california law which my son and i started and was signed into law by arnold schwarzenegger in 2004. and even today, even that law is not complied with by the principals, teachers, staff and the schools of california. so it's so sad for me that i've worked this hard without sounding the alarm, blowing the trumpet or anything, that i was the author of this law. but now it's still violated in the schools of california. so my point is this. we need to bring god back into the equation. we need to bring god back into the equation. with god, we can do everything. >> thank you very much. >> thank you. the bayview on june 9th and the great highway on july 7th. as the rest of the calendar gets secured and approved, we'll bring it back. we'll bring information back to the board. in addition to sunday streets is a new component that's going to be added into the mix this year called play streets. i mentioned this a while back that when the grant award for play streets came through, but it's a pilot program of four smaller one to two -block events, also featuring car-free streets. particularly in targeted areas where health disparities are high and open space is limited. so, it's kind of like a targeted mini version of sunday streets. the funding is provided by the blue cross/blue shield foundation and partnership for a healthier america. and we'll be doing the play streets event so that will be held in the tenderloin, chinatown, bayview, and the western addition. we're still working with other folks involved to determine dates, and we'll certainly let you and be working with the communities as we ramp up to those events. so, more of that, happy
