we went to war to save the bayview. we committed significant city funds to do exactly the opposite that would happen here if we allowed this store to close, and which would undermine health -- it would undermine the entire neighborhood and put at risk the entire health of the neighborhood and further perpetuate the zidisintegratio of that neighborhood and therefore -- you know the result. why did i spend seven years on the redevelopment agency. you look behind the law, which is to protect the health. yeah, in this case, i don't believe that you're -- you're looking down the statute, but you're not keeping that statute up to date, and therefore, are irresponsibly, i'm not attacking you -- irresponsibly creating the opportunity, because the statute has not been maintained, to have a store close because that cap has changed, and the domino effect of that store closing is that the entire neighborhood suffers badly and there are health issues, which we're in conflict with the department of health. >> so commissioner, i will n

so the bayview-hunters point, the separate one was adopted in 2006. in 2010, a new development agreement was approved with the shipyard's developer that covered the redevelopment of phase two of the shipyard and also zone one, otherwise known as candlestick point. matt showed you this map before, and here is that map again where you can see the two different redevelopment project areas, how we are focusing on hunters point shipyard phase two in the darker red, and as well bayview-hunters point zone one. so the plan amendments to both of those project areas, i will attempt to present to you as highlights. with regards to the shipyard, the plan amendment would change the name of land use districts to match the updated vision. land use definitions would also be modified to match the new vision. this calls for more specific commercial land use categories, such as makers space, and a more diverse mix of land uses, including a hotel and different types of schools. the amendments would also clarify that sustainable private infrastructure such as ecogrid infr

next is more enforcement of sidewalk and illegal street parking, which there's quite a bit of in the bayview. also, even recently, the scooters and bicycles also on the sidewalks. number three go wz that is that there are many obstacles for pedestrians, especially disabled ones. just basic accessibility issues, like paved roads, curb cuts, and just basic -- there's a lot of places, there are no sidewalks. number four is better response from the city, the 311 calls about safety and lighting outages. anywhere else you'd make a call, you'd get a much faster response than the ones you get in the southeast. that's it. >> thank you. >> thank you very much. >> thank you very much. next speaker, mr. mason, welcome back. >> thank you, directors. my basic two questions: one, who will the residents be in this new development? are they going to be san francisco employees or are they going to be san mateo and santa clara county employees? or are we going to have a company town with the r. and d. that's going to be there? i would hope that the transportation plan is going to be flexible to either accommod

it's been a while since the planning department has been out to talk to the bayview as a whole. but we're out there every year because we talk to the neighbors about planning and zoning. there is interest in revitalizing 3rd street. to have the recenter of the neighborhood to be 3rd street. to have locally owned businesses that are neighborhood serving. we feel like this retail, there is a lot of concern that the retail is going to kick 3rd street in the teeth again. by building all this competing retail, you're undermining one of the key paints of the bayview plan, before we looked at the redevelopment portion. if you go back to the bayview plan, the one that is in the general plan you'll see that the vision was retail spine, retail center on 3rd street next to the light rail and walkable. go ahead and approve it today, the shipyard piece, but [bell ringing] -- see if we can -- >> president hillis: next speaker, please. >> commissioners, i want to acknowledge the other trades here today. we tend to sit in the back of the bus, so there are folks from the plumbing trades, from the
