the light spillover did not open into the ocean beach. the lights along the great highway offered almost four times the amount of spillover. we also did a comparative analysis of an unlit park. it offers about five athletic fields, and the same type of lightning was out there. our analysis showed the lights were mainly focused on the field. they did not prevent too much spillover. lastly, there was a light study. the analysis showed that light spillover would not be greater than 150 feet from the project boundaries. those are the three studies. we also did photographic analysis. those were the main three efforts we used. we are not saying it is not noticeable. we are saying it is not going to substantially impact residential uses, as well as flora and fauna in the environment. supervisor olague: i have been reading some of the documents we receive from members of the public. there was a comment, based on a letter from the national park service, dated february of 2012. it stated, we encourage it and evening visual simulation from ocean beac

we have three examples of how it charges to the ocean beach. in dry weather, you can see the daly city down to the right. you see the sunset area. as it comes closer to the great highway, they are conveyed in a great storage blocks down to the website punt station. the first little circle -- the west side pump station. the first little circle. when rain occurs, will we see is, again, this same process. the combined sewage flows the same way. an increase through the box on the west side and an increase in the tunnel prepared -- in the tunnel. when higher rains occur, the box system cannot contain the rest of the flows, and that -- and what happens is that three locations to the west of the beach, we have three discharges. now we are going to look at the lincoln way out fall. the when the wet weather flows come down to the blocks -- to the box, and you will see a cross-section of the box in a minute, it is conveyed directly to the treatment plant. the second is called the decant chamber. the flow would flow into the decant chamber and then again o

it is pitch black out there except for the beach alley itself. we hired lighting expert lumino consulting. they concluded the eir failed to consider fog scatter impact spread when light hits fog, it scatters in all directions. the city has proposed to reduce the light impact by putting blinders around the lights to direct the light downward. kind of like a laser beam but not quite as focused. when the light hits the fog, it scatters in all directions. lumino consulting concludes it would be 10 or 20 times more impact in fog conditions. that area is as funny as it gets. it is foggy all the time pretty much every night. so, the eir fails entirely to consider bob scatter. it makes a conclusion that fog would reduce light impact which there is no expert support for that conclusion at all. the-are also -- there is to kind of lighting. vertical and horizontal. the eir looked at horizontal. our experts concluded vertical is more significant and can be seen from much farther away from the residential areas around the park. we have a very significant light

we met last week with the south beach harbor community at the south beach harbor yacht club. we appreciate your hospitality. a number of the members were surprised at this data, quite frankly, and were concerned at the speed it was coming to them. we were surprised at the speed that it was coming to us. the meeting was frank and open. it was a difficult -- in a way, a message to send. the facilities needed revenue enhancement to continue its operation. and to fund capital improvement. we met again this morning. port staff met with members of the tenants association and had a vigorous dialogue regarding revenue enhancement. ports that is setting up meetings for the next couple of weeks to continue this dialogue going forward. in the staff report, recommended coming back to the port commission in july with firm recommendations on different scenarios that would help us to offset the deficit and fund capital plans. after conversations with south beach tenants, we think that that is a bit ambitious, and we can come back to the commission in august but firm recommendations for imple
