in the original approved final eir in 2008, the north beach tunnel was capitalized the north beach construction tunnel variant. the base contract was the boring of the tunnel-boring machines in the chinatown area. we have learned since then, according to mta, that the northern tunnel will not be used in any way for conveying materials to the chinatown station. thus the northern tunnel has no construction use. thus, the north tunnel itself is no longer -- and it's rationale is no longer adhering and there have no reason to be built. the pagoda theater $1.5 million is unnecessary. the tunnel construction of 2008 is unnecessary. we can save up to $80 million by burying or extracting machines in chinatown or burying them anywhere between chinatown and northern beach, as has been done in brisbane australia, which entombed them in concrete. the tunnel in the english channel did that. new york city's two subway and rail projects are entombing tbms. there are better solutions. >> thank you very much. next speaker. >> good afternoon. my name is -- and i'm homeowner in northern beach. i think fixing the

just now and again at the january public meeting on north beach, director reiskin assured us that this boring site, this would only be for the removal of the tunnel boring machines. with that restriction, i support this project, but really only as the better of two not so attractive options. i don't think it's particularly difficult for one to figure out that the economics of taking this thing out of north beach versus the more traditional methods of backing the machine out, bearing, cutting the heads up and pulling them out. it's kind of strange here. the real question is why is this being done. i don't think removal of the equipment is really the issue at hand. what's really the issue and we're all concerned with is how do we get an extension of these subway tunnels into north beach as sort of potential down payment, for lack of a better term, down payment for extension of this subway into north beach and into fisherman's wharf. this board has made it clear, the mta made it clear in its public statements this is something it wants to do. at least one board member said so at the last

the development. this proposal doesn't preclude a future north beach station. there were people who supported the notion of this portion of the project because they want to see a north beach station at the pagoda site. we can't presume whether that will or won't happen, but the project that is not -- has not yet been planned, has not gone through a community or environmental process, let alone design and funded. so, we make no presumptions about a future extension of the central subway, but one of our interests here was to not do something that would preclude or make more difficult any such future phase. what we do have construction timeline that we're working under, any delays to which would bring considerable cost to the city. * what the tunnel boring machines will be arriving in the city in the next month or two, south of market. it will take them about a year for them to make their way up to north beach. we need to have our retrieval plan and construction in place. so, in other words, the retrieval staff has to be built before the machines arrive in order fo

now that we're not on the public right-of-way, the impact, construction impact to the great majority of north beach residents and merchants is very, very small, but the people who are directly abutting the site, you know, they will be abutting a construction site, as it would have been whether or not we came there presuming this project would go forward, but they will additionally have the impacts of our project. we'll be working closely with them, with the office of economic and work force development to make sure that we're not doing anything that jeopardizes their businesses or other activities. i think i guess we can wait for public comment to address any other concerns, but that's where we are. we've got virtually all of our approvals in place. we still need fta certification that we have our federal environmental clearance. we've been working with them all through this process. they've been at the table from the start. so, we expect to be able to secure that. and then with the final action of the board of supervisors once that special use district goes into law, we'll be able to move forward

in terms of people saying the disturbance of north beach versus the disturbance of chinatown, so, i'm not really clear why it's okay to disturb businesses in chinatown but not okay to disturb businesses in north beach. that argument kind of doesn't really hold a lot of weight for me. in terms of the geotechnical issues, the obviously once they demolish the building as someone pointed out we can do further analysis and requirements around that, that is not the jurisdiction of this planning commission. we hear it all the time in discretionary review in other cases. people claiming geotechnical issues. ultimately we're not going to know what we know until we're in the ground. projects are stopped or halted or decisions are made at that time. again, this commission can't make decisions based on that nor is it even in the purview of the requested actions that we're looking at. so, you know, for me i don't see a reason not to support the project. i was supportive of the project when it came to us before. the height, the bulk, the units, everything is substantially the same as the previous p
