that is just the cost of the actual bill. the bigger issue here, the bigger issue here is containing those costs so that we stop help -- health care from growing at twice the rate of inflation. that is what this debate originally was all about. those of the things that we think should be done first. we have not focused on the revenue side of it. the seven of us that have put the brakes on health care reform, in terms of the current bill, and we are all for health care reform, but the seven of us, the seven blue dots on the energy and commerce committee, we have had our plateful just dealing with those issues that we have jurisdiction over. when we talk about revenue items, that falls under the house ways and means committee. we're not a member of that committee. we're focusing specifically on those items within our committee that we can, the seven of us, had a direct impact on. >> do you think nancy policy would go for a leaner bill? -- nancy pelosi would go for a leaner bill? you will have to wait until the bills on the floor

the last bill that came to the floor, the homeland security bile bill, had hundreds of earmarks in it. there's a program called the predisaster mitigation program. supposed to be for homeland security to award gant to help communits prepare for disasters. guess what? already a quarter of those funds are lopped off the top, earmarked, mostly by appropriators and powerful committee chairs, to their districts. in fact, i think the last figures were 70% of the money that was earmarked was earmarked by fewer than 25% of this body. so it's a spoil system. now this, when you're awarding money to 6,000 projects this is simply irresistible to members of congress who seek to earmark. mark my words if we don't put protections in here, these funds are going to be earmarked. so the failure to allow the amendment to stipulate that none of these funds should be earmarked should be taken as notice that we're going to start earmarking these funds. that's unfortunate. it's part of a pattern we've seen this this year. we were bringing appropriation bills to the floor under rules. under a structured or c

bill o'reilly. thank you for watching us tonight. the health care bill a con or a great thing? at is the subject of this evening's talking points memo. america needs to change the health care system because regular folks are getting hosed. there is no question about that. greedy insurance companies and insane medical charges have made it impossible for millions of americans to protect themselves against disease. that cannot stand. we have to fix the problem. president obama's vision is a giant federal apparatus, funded primarily by affluent americans. that's not going to work. the expense is simply too great. punitive taxation will not be able to pay the bills and the u.s.a. could very well go bankrupt just as california has. so what do we do? let's run it down. the senate health committee has passed a bill with every demin on that committee voting against it that would force all americans to enroll in a health insurance plan or face tax penalties. the government proposes to subsidize american families making up to $88,000 a year. that would cause the -- cost the feds more than

the bill also increases funding for the f.t.c. to help consumers and go after illegal credit card practices. for my constituents back in colorado, this bill provides a 38% increase in funding for the small business administration. during an economic downturn, many individuals who have been laid off open small businesses where they can pursue their entrepreneurial dreams and be their own boss. this boost in funding will reinvigorate communities across the nation at the precise time that we need it. for the judicial branch this bill provides the federal judiciary the funds needs to hire additional staff and judges. in particular, the past year has seen a 28% increase in the number of bankruptcies. this bill will provide for 142 more staff for federal bankruptcy courts to put these businesses and individuals back on the road to recovery. finally, if there is one issue people in our districts will support in this bill, it is the reinstatement of auto dealer franchise agreements which were severed with little notice earlier this year. m

>> well, we have not had the bill scored. and i do not have an analysis of what impact it would have on the uninsured except that it provides coverage to every single american. so presumably all of those who are responsible when offered a chance to pick up the policy, we'll take it. it also is pretty evident that many of the uninsured in america are uninsured because of the cost. when i introduced my bill that would allow people to buy insurance across state lines, it was believed that would significantly reduce cost and it would have, i believe, allowed some 17 million americans to pick up coverage. this bill, because it creates these new groups that people can join, i think will have an even more dramatic impact on cost so though i don't have an estimate from anybody else, i would estimate that it would eliminate at least half of the uninsured in america today and, of course, it would -- it has the potential of eliminating all of them. as for precise cost, we believe that the competition fostered by the bill will bring down

and the bill we'll address the bill, the energy and water bill, there are literally hundreds of earmarks. now, one would like to think that the appropriations committee would vet these earmarks, would actually check them out to see if they're meeting federal purpose, if money is being wasted, if it's maybe looks bad, looks like it's tied to campaign contributions or whatever, but they don't. they don't have the time or the resources or perhaps the inclination to do so. and so all we have is this forum here on the floor. and when you bring an appropriation bill to the floor under a closed rule, a restricted rule or structured rule and deny members the ability to offer amendments, then you've shut down this place in a way that is simply not right. in this bill for this bill there were 103 amendments submitted. now, because you have to prefile your amendments, a lot of members will offer more amendments than -- they'll submit more amendments than they intend to offer on the floor just to protect their place. so the majority party knows that we would never have offered 103 amendments on the

read the bill. when she needed blood work because she was having unplainable weight gain, the insurance company denied coverage for her tests because of a pre-existing thyroid condition, even though she never experienced these conditions before. read our bill. when she had pain in her foot, the insurance company denied coverage for a doctor visit because she had been to the doctor nine months prior for a wart. but what is different about this story from the stories brought to us from the other side of the aisle is that we have the numbers that prove that jody is not alone when she was denied care that she needed. if you want to talk about rationing, then let's talk about these numbers. 53% of americans cut back on their health care in the last year because of costs. between january, 2000 and this year, five million families filed for bankruptcy because of medical bills. about 1/3 of the uninsured have a chronic disease and six times less likely to receive care for health care than an insured. read th

in the c.j.s. bill that we considered earlier, 58% of the earmarked dollars went to just 24% of the members. in the homeland security bill, 68% of the earmarked dollars went to just 24% of the members of the house. in the interior bill, 64% of the earmarked dollars went to just 24% of the members of the house. in the agriculture bill, 67% of the earmarked dollars go to just 24% of the members of the house. and in this bill, as we talked about, 52% of the earmarked dollars go to just 24% of the members of this house. that's a pretty stark pattern and so there are different types of earmarks, obviously. there are those that are simply wasteful, we see those for rock and roll hall of fame and for whatever else that we -- that's easy to laugh at. sometimes it's small amounts of money, sometimes it's a lot larger. and then there are those that have to do typically in defense bills where you're giving no bid contracts to private companies and there's often a pattern of campaign contributions coming back to me

bill: no, they go to the emergency room. >> bill, you're missing the forest for the trees. if you want to lower the costs of health care, that's a noble goal. i think we can all agree on that. the way to do that is not to have more government mandates come down and choke the system. the way to do that is to give individuals more power over their own health care decisions, over their own coverage. that's where smart plans -- and these are republican ideas -- come into play. tom coburn, richard burr, they have great ideas about having this choice which would be a tax rebate that goes to individuals and families that aren't covered. it incentivizes smart decisionmaking by individuals on health care. that's a very smart idea. bill: i have no problem with that. i want to keep the private health care system in place, but the government has to provide oversight and make sure that the price gouging and the astronomical rise of everything, including aspirin -- you get an aspirin in a hospital, they will charge you $10 for it. it has to stop. by the way, the swiss system works better

this bill kills jobs and cuts wages. the congressional budget office concludes this bill will result in high -- lower waynes and higher unemployment. it would hit women and minorities hardest. it's hard to believe with unemployment at a generational high that the democrats on this committee would even consider putting more jobs on the chopping block. but if you look at the front page of today's "wall street journal" you'll read the ominous title, referring to the house -- the house proposal, small business faces big bite. house health bill penalizes all but tiniest employers for not providing insurance. despite passage of the stimulus bill earlier this year americans are facing the highest unemployment rate in 26 years. at the same time this committee and the house democrats are attempting to impose new taxes on small employers that will eliminate jobs for low income minority workers. this bill raises taxes at the worst possible time despite several amendments offered by republican members which the democrats defeated on par
