charter law and the board of education ties the hands of local school boards it does not allow us to address the concerns that we heard from the malcolm x parents tonight. we are so strictly limited in how we can conduct the prop 39 process to offer safes to charter schools. there is no way to engage communities around that. and what results is that communities who are already feeling somewhat abandoned by us , suddenly find themselves having to share their space with another school with all the difficulties that that entails. that is just one example of how frustrating this situation is for a local school board member. i read recently that california is the second-largest charter authorizer after l.a. and this is the same start -- state of california that says that they celebrate local control and created the local control funding formula and the local control and accountability plan. it is just talking out of both sides of their mouth as far as i'm concerned. i am just tired of it. we need to do something to fix state laws on this issue and we shall level the playing field. this re

thank you for the opportunity to brief the board on this topic. the department respectfully request that the board uphold the issuance of the certificate of appropriateness and is determination of the early days sculpture. they followed standard procedure and the application of the secretary of interior standards. we think it is important to point out that the h.p.c. provided its review and approval for only the scope of work in front of them. that was to remove one sculpture from the pioneer monument. the scope did not and cute just include a replacement sculpture that we would have to review for compatibility and there was no other proposed work to the monument. in san francisco, the standards and doors are applied on the distinct resource and it's associated features. for instance, standards are generally applied through a fine grained lens printers -- individual properties like city hall and then a broader lens for a district that is made up of many properties and features like the civic centre historic district. this is because the district do

the board did take an opposed position. the bill did pass but it was greatly amended between the time the board took the initial opposed position, and the final version that went to the governor. the final version that went to the governor limits the scope to the bill -- of the bill to operating on roads up to 35 miles an hour and requires helmets only for use of scooters , electric scooters for riders that are under 18 years old. so the initial version was a much more broadly applying, allowing the electric scooters to be part in the public domain and other requirements imposed on local governments pushed back so the final version simply deals with helmets and use on roads of less than 35 miles an hour. another bill of note was ab 2578 by assembly member to. this was one that the board elected to watch. we monitored it throughout the process. it would have allowed the city and county of san francisco to use ift, infrastructure finance at districts do contribute to the seawall earthquake safety efforts. it was opposed by the

i would like to share two things with the board. first, russell franklin was killed by riding a bike on howard and van ness in a crosswalk. one of the more than 25 -- 250,000 on street parking spaces that sfmta allows. within three hours, there were multiple requests filed and e-mails to remove two parking spaces, and yet sfmta has not made any changes. sfmta needs to be risk more responsive to this request and remove the parking spaces within 24 hours. it only takes paint to remove those spaces to make the crosswalk safer. it marks the 20th fatality. we are on an increase of 22% over last year. i am excited about the jump bike increase from 250 to 500. i want to thank the staff for hearing these materials. the day to share shows the demand for bike sharing is huge and growing in san francisco in the past five months. ridership is up for go bike and has more than doubled at each jump is now used on average more than eight times. this is not near enough to meet the demand for bike share in san francisco. i asked someone from the sfmta
