members of the board. my name is mike and i'm one of the managers in the safety division and this is my colleague robin courtney. for the past three years, we've been we've been pass with the public transportation safety. this is a project that's been longstanding going back years and it's the largest and major change in safety regulations over the past 25 years. it falls under federal regulation title 49 go to fed regulations part 673. it documents our safety management system. or s.m.s. this replaces the document we've been using since 1996, which is our systems safety program plan and in this case, it adopted -- it was adopted only for rail but this new document applies to all our remotes, both our rail systems, our trolley bus systems and our diesel bus systems. unlike the previous system safety program plan, it must be approved by you, the board of directors and it will be signed by the director of transportation. and when we have the package done, it will be effective next july 20th for a system safet

that is for the board's consideration in terms what those exact boundaries should be. to reiterate the exact boundaries where the pda falls doesn't bind us to the entire pda or that exact geography but is a notion of the aspect where to undertake planning. on the priority conservation to switchgears. san francisco is a lot less rural than some other counties in the bay area. we have significant regional assets to continue to get resources for. we center limited amount of pdas today and the hills and canyons around the twin peaks and glen canyon. the proposal before you is expansion to include the central waterfront, the basin, and effort to expand connection to parks, the ocean beach and golden gate park and northern waterfront and improvements to the bay trail as well as the island with environmental remediation that is going on. lastly, the priority production areas. the one area that is proposed to be removed, i will put it back to the pda map to be removed is the largest industrial area in the creek and bayshore area. it is the largest most important industrial area

i think it is fair to say that it is shared with all my colleagues on the board of supervisors. so i wonder what that could be? we are here today to appreciate and thank an individual who i think we can all agree has been one of the most dedicated public servants to the board of supervisors in the city. john given her -- john. gibner it is not an easy job that you have had dealing with not only the 11 of us in here, by through the years, many, many other individuals that are very demanding. feuding -- fielding dozens of legal requests, sometimes all within the same day, if not the same hour, providing legal council during sometimes excruciating board meetings, never making any of us, including our staff, feel as though we were asking dumb questions when we probably were doing that, stepping in and helping us craft legislation when you barely had any sunlight at all on your own overflowing plate, and through it all, with the utmost professionalism. your call him, collected, and all-knowing legal council has benefited so many of us through the years and people that we serve. there'

and we were one of the few board of supervisors that didn't meet on tuesdays. when we had the vote to move it to tuesday, i think i lost on a 9-2 vote. so there's another way to deal with this, which is we don't have to meet on tuesdays, or we could actually on that particular day, meet on a monday. but i think it's important that we show the people that we are doing the people's business, even though next november many of the individuals in this room will be on the ballot. but i think i've always enjoyed the fact that i was in here actually voting on public policy issues even though my name and my colleagues' names were on the local ballot. but maybe there's other ways around this, which is to have a meeting on -- i forget what date that is, november 2 or something. anyway, just thoughts. >> supervisor haney? >> i hadn't considered that perspective that supervisor peskin raised. i think it makes sense for us to not have a board meeting on election day. i think we would all be participating in some way with the democratic process, whether it's volunteering or su
