i want to congratulate the returning board members on their re-election and the new board president. and the election of awe new board president and the swearing-in of new supervisors are an important part what we do every two years here in san francisco. and we know that this is a special occasion for everyone here. but after what we have saw this week in washington, d.c., we also need to take a moment to recognize how critical days like this are for our government. like everyone here, i was shocked to see our nation's capitol and, more importantly, our democracy assaulted and denigrated by a violent mob, resulting in the death of several people, including one capitol police officer. this was a true low point for our country. a shameful and a sad moment. it's not what this country stands for, or what we strive to be. and i know that we are better than this. there is an opportunity here for us to recognize our basic democratic institutions. there is always room for disagreement in government but never room for the violence that we saw in washington, d.c. and that's why days like today

first, happy new year to the board members and welcome to the new board members. and appreciate bob beck for presenting the budget and i look forward to further discussion as well on it. just kind of putting out there also as we're thinking about the budget, what we have come across this year in knowing that we have a long journey with covid on the residential side that residents are feeling the same pain that the commercial tenants are embracing and i want to thank all of the board members who have put down the support in feeding the community, but we were really reactive in a lot of our services. really thinking about our budget, how can we be more proactive. for example, our meal program is ran and a lot of the work we do as tenants is ran by volunteers. we don't have a budget. we are not included in the agencies, we're not included in the work, but we're providing a lot of resources as we gave out gift cards to tenants, we're supplying school supplies, we're doing wellness checks and we depend a lot on our volunteers with a limited budget. we want to make sure

we'll do a similar update with the board at your next board meeting at the status of the capital improvement program. we are expecting losses in that area. to reduce the operating deficit that we expect in the next two years. with that one of the tools we do have available is to take advantage of the current market and refinance the existing fmt revenue bonds we do have in place. we're hopeful we can get this action completed they'll realize savings that will go towards the year's deficit. if you refinance your home we're hoping to realize some savings. based on the savings look at our cip and see what flexible dollars we have to move to operating costs which is not a huge part of our cip. a lot of our capital dollars are restricted in their use. we do have sources where we are able to ship those over to operating budget if need be. based on that direction from you, we are looking to potentially take advantage of the marketplace and issue another revenue bond and new dollars. we do not impact our repair or priority projects that we have currently happening on the streets of san francisco. we

we are very grateful for the board support so far. i wanted to share with you the last piece of this program. this 30-foot buses are the oldest bus in the fleet. we have 30 of them so they are relatively small suite. their useful life is 10 years. they were purchased in 2007. they definitely exceeded the useful life. why we use them is to go up to some of our tightest turns, which allow us to go into neighborhoods that wouldn't otherwise be able to have bus service. the bus shown in the photo was first generation hybrid. we were among the first systems in the country to have these buses. while we were excited to explore this technology, this bus is magnitude less reliable than the current new flyers which are multiple generations of hybrid vehicles. these also did not have a midlife overhaul. we did do investments in the most vulnerable components to stretch out their life. we were going to continue to do that, but the pandemic did make us stop and reevaluate the plan. we think at this point rather than spending money to keep old buses
