here at the bottom, brick veneer is falling off, water will run in the cracks. if it were my house, i would explore what was happening here. all these openings, they are to read meters and so on and are big enough for racoons to get in. these are big holes. water intrusion is a serious problem. everything about this building is well-maintained, lighting in the front, t.v. cameras. this kind of lighting is no longer allowed. the energy code says you have to have lighting that is high- efficacy, meaning lots of lumens per watt. you can't just screw bulbs in any longer. it may not be done. i want to mention, it's not just the front of your building, it's your yard, too. the preventative maintainence would say, get some hot nails or screws or something designed for exterior use and screw them on. fix it before it breaks is the goal. everybody has a shed. the code says you can have a shed as long as it's not over 100 square feet of projected roof area. >> california code says 120 square feet. san francisco says 100. fire escapes need lots of maintainence. this requir

flowing into the big transport structures that exist around the city, probably flowing right at the bottom of these very large structures. they are on the order of dozens of feet wide and dozens and dozens of feet deep and they have little sloped bottoms and q nets at the bottom where most of the dry weather sewage flows all the time. that waste water is transported to the treatment plant. on a rainy day, those transport storage structures, the large structure represented in the center of the picture, start to fill and they fill dramatically. it always amazes me to watch a flow gauge or a level gauge on one of these structures. just to give you an idea of their size, if any of you are familiar with the great highway out by ocean beach, there's one of these structures that runs under the great highway that's about two miles long, about 40 feet wide and about 40 or 50 feet deep and it can hold 50 million gallons of runoff. i can watch the level gauge on our monitoring stations just creep up when the rains start to get hard. so the amount of water that we handle in a storm is absolutely treme

the federal government has said it would not consider the well killed until it was cemented from the bottom through the relief well. well, a pressure test last night revealed another possibility. the static kill, which was a procedure that pumped mud and cement through the well, apparently was so successful that officials now believe the cement went all the way down the well pipe into the reservoir and then up this small space between the outside of the pipe and inside of the casing called the annulus. the problem is they also think it may have trapped 1,000 barrels of oil in the annulus, so if they were to proceed with the relief well as planned and drill into the annulus and then pump mud and cement under heavy pressure, they fear they could send all that oil up the pipe and out the blowout preventer and into the gulf again, and that's what no one wants. what does all this mean? what it means is that officials know the well has been sealed from the top and from the bottom, but they're not sure how solid that seal is on the bottom, and they're trying to figure out the best way to strengthe
