although it's near the longmont city limits-- the mill is actually in unincorporated boulder county. three years and almost four billion dollars later -- some colorado communities are still cleaning up -- after floods washed through parts of the state. back in 20-13...more than 18-thousand a lot of the damage spread across boulder county.. boulder county faced a long recovery -- so they created the "flood debris clean up program" to try and help. crews worked on more than 100 properties in unincorporated boulder county...and sent more than 200 tons of trash, plants, sand and rock to the landfill... boulder county expects to spend 282 million in the clean up effort -- which includes road work and an 11 year old boy died on a rafting trip...and the company that took him - was on probation. the denver post reports that the "adventure company of buena vista" was at risk of losing its license -- and was put on probation twice -- before the incident. but - the owner of the company says the violations were for record keeping- not safety concerns. at least it happened after labor day weekend.

before the fire started- there shouldn't have been any people nearby. boulder county's website says the building has sat empty since the late 19-70's. it also has asbestos. "that's" why crews flames from outside the building. years since historic floods washed out parts of colorado... and communities are still cleaning up the damage. the flooding caused nearly four billion dollars of damage in 20-13... and displaced more than 18 thousand people. in boulder county alone- they expect to spend 282 million dollars by the end of the recovery efforts. we asked what boulder county so far... some major milestones include- road work and bridge construction. boulder county created the flood debris clean up program to help with some of the work... they hired 44 underemployed people and trained them to clean up flood debris. crews worked on 142 properties in unincorporated boulder county... sent 221 tons of trash, plants, sand and rock the the 600 tons of plants and 22 hundred tons of sand to be sent elsewhere. in the coming year- boulder county plans some big projects to

jamie leary live outside the boulder community hospital right now to tell us about seriously injured, suffering multiple skull fractures, and the teenager is on the run. police are asking for help locating this man, 16-year-old jeffrey collins. he is considered dangerous and has a prior record with law enforcement. 71-year-old katie kulpa picked including collins. they were stranded after a camping trip. collins struck kulpa on the head with a fire poker. he fled and the other two teens ran to neighbors to call 911 for help. collins' grandfather picked him up in ward. we spoke to his grandfather, and he told cbs4 he had no clue what had happened. officials are trying to track down the person who gave collins a ride to ward as well. if you have any information, you are asked to call office. live from boulder community health, jamie leary cbs4 morning news. >>> we wanted to make you aware of this, katie kulpa's fund set up a go fund me page for her medical bills. people raised 12,000 of a $20,000 goal. >>> 6:04 on the dot. let's get to weather and traffic. >> let's look at what's happen
