developing story with just five days until obamacare exchanges open for business, a partial one-month delay on the small business portals line marketplace will open on time, but the white house now telling nbc news companies using the so-called shop marketplace for businesses with fewer than 25 employees will not be able to actually buy coverage on those portal until november 1st. we don't know why that is, and it's in the a major issue for the businesses. they'll still be able to look through plan, and they don't actually need to buy insurance until december nin order to hav coverage start january 1st. and it's certainly in the as big a deal in the delay to the larger mandate to 2015, but there are lingering concerns that technical glitches could force a delay of the exchanges that are set to open on tuesday for the much larger individual markets. so far nothing on that front. the administration says individual enrollment will in the be impacted by this partial small business delay in the ability to boy. back to you, tyler p. stl >> boy, a lot of things have to go right starting october 1st. >>> speaking of health care

i believe that data is going to be value with us as we figure out challenges like the small businesses along west portal or in terra val, along 3rd street who see their vacancies and they ask the mayor, how can you invest in neighborhood strategy work a little better with us to attract people to come and be customers in our neighborhood, coffee shops, restaurants, salons and other things? how can we do that? we've always scratched our head saying, you kind of have to do it yourself. you have to create your ideas yourself. and now we're saying, well, maybe there is data out there that could help establish some best practices, can help maybe quicken the ideas of what might be more attracted to our smaller neighborhoods. well, this is the kind of data out there, analytics, if you will, the analytical model that are being created by our local san francisco companies like motion loft and others, who are using these data yet can share it with the government as motion loft has agreed to do today, as part of yet another exciting phase. and you ought not be surprised when we ask some of the larger companies and

the small businesses are at the heart and soul of our local economy. my proposed budget includes funding for an online business portal to cut through bureaucratic red tape and make it easier for an entrepreneur to start and operate a business in san francisco. this budget continues my invest in neighborhoods initiative that is creating customized plans in 25 different neighborhood commercial districts and providing job squad and providing a job squad that brings city hall to our neighborhood businesses. and because san francisco's truly a global city, we're going to build on the success of china s.f. and expand our outreach to latin america and asian market street, not just to attract businesses to come here, but i'd like for us to really begin to introduce "made in san francisco" products to these growing market street. combining private data that you see in here with companies, with the public data through the portal, we can actually start to make businesses around the data. >> i think we're at the very, very beginning of this. one of the best parts of the job is i get to hang out with other people who are really trying to do very innovative things and be very creative. i talk about some of the data sets we use. most people still don't know they exist despite great efforts from the city and others. and, you know, a lot of entrepreneurs that we're looking for is the way to get leverage, a way to build an experience or build a product before we have 100,000 users using it. open data is the key way to do that. you can start out with this experience, very lively and robust with very few users. and then when the first users come in, there is actually something for them to do and see. and i think that you'll start to see as the data sets get more robust and a little bit better and hopefully as we get to improve them ourselves and put them back into the public domain, the innovation that comes off with them is just going to grow exponentially. >

the spanish language portal is now pushed back to mid october. until then, you could enroll on paper. on-line buying on the small business exchange, is delayed to november. this after last spring the administration delayed offering a choice of plan option on that exchange for one year. of course in july there was the big delay, on the employer mandate to 2015. the government exchanges aren't the only game in town. on-line insurance brokers like e health and go health got approval from the obama administration this summer to sell exchange qualified plans, which are the only ones eligible for tax credits. that means that residents in the three dozen states with federal or federal/state partnership exchanges can use private sector on-line marketplaces and still buy those health insurance plans with subsidies. so far, the state built exchanges has said no to that. steven hall pert thinks the states are being protective of their investment in the infrastructure and exchange jobs that have come with it. the on-line brokers say for residents in the federally built states they're going to be able to offer added value here, the a
