item 1 out of that is our report from the c.a.c. for special education to invite our c.a.c. up for i have a daughter in transition, currently approaching her third year in transition at thurgood marshall. >> good evening. my name is aleta fisher, and i'm the chierm of the advisory committee, and i -- chairman of the advisory committee, and i'm a parent of three children. first of all, we'd like to thank you very much for hearing us tonight. dr. matthews, president mendoza-mcdonnell, and commissioners, thank you all for your time. we'd like to start with a bit of an overview of special education just as a reminder. i think we've presented this before, but students receiving special education services makeup 12% of sfusd's total population. that's over 7,000 students, and the majority of those students, actually 75% actually receive their services in a general education setting rather than a special day class. so by supporting special education students, we're supporting all students? special education is actually by law a service, not a placement. and the supreme court decided

for example, with the c.a.c., the advisory committee. it's not to control or define or regulate the work of the cultural district. it's only for the fund. we need to be responsible as to how we're diversing the funds, allocating the funds, expending the funds. and so that would be the purpose of it. it wouldn't be -- and we've talked around capacity and heard clearly from the cultural districts that because it's optional, they can decide if they like it, whether or not they're going to include that in their cultural district. once they include it, it can be taken out. it's not written as such. it can really serve the diverse and unique needs of each community. because we're all very different, even with the example of the lgbtq community. we have a lgbtq leather district in the soma area that organizes different than the lgbtq castro district in the castro area, right? and we want to make sure that that diversity, that nuance, it's really respected and supported, right? i think that we all have an obligation of the housing crisis to ensu

we've culminated the months of outreach and workshops with a series of approvals, including the c.a.c., the ocii commission, the planning commission, the m.t.a. board, the over sight board and the state lands commission. and state lands commission just approved the changes in height last week, and we expect to go for the second approval in august 2018. we also intent to go to the bay area conservation and development commission to secure a master permit for the project, as well, within two years. and so that leads us here before you. the action before you approving the ordinances to adopt the amendments of the hunters point shipyard and the bayview-hunters point redevelopment plans. my staff and i are here to answer any questions. the five point team are also here today as well, as well as representatives from m.t.a. and planning. i would also like to acknowledge that the chair of the hunters point shipyard citizen's advisory committee who has worked very closely with us on this project is here as well. i want to also thank supervisor cohen for her leadership on this project. with tha

i'm the chair of the community advisory committee for special education, and the c.a.c.'s mission statement on charters are pretty agnostic. we're posed we're opposed to this charter in particular because the san francisco local education plan provides over sight. our families deserve accountability. our families deserve resources not being cancelled out, and i have to say as a parent of an african american student who just graduated from mission high school, my kid has been pretty well darn well supported in this school. my kid with disabilities, he's been pretty well supported, too. i wish that for all families. thank you.
