the state allocations in cal works, cal fresh, and ihss, as well. and then, of course continued uncertainty around the federal budget, just given sort of the -- the first budget out of the trump administration and the blueprint as -- as you know mr. wagner for department of public health said, it's really more of a policy statement than actual budget proposals that will go anywhere, but the cues from the administration really show, for example, cuts to the federal snap which used to be called food stamps, work requirements for medi-cal, reductions in medicaid funding, significant changes to tanf, which supports our cal rich program. so really an undercutting of most of the safety net programs that we administer through the human services agency were proposed for reductions in the president's budget, which again was pretty much dead on arrival in congress. it does however indicate the direction that the white house would like to go towards entitlement and safety net programs as well as programs that support our seniors and disabled adults. so now goin

and then the last is around medi-cal, which greg wagner already mentioned. one of the things we're concerned about is a movement from an entitlement to a block grant, which would disproportionately hurt california for a number of factors, mostly because the cost percase in california for medi-cal was lower, and if there was a percapita block grant, we would get a block grant in california that was lower than the true cost of the program. we would no longer to get the 50% or 80% cost percase of federal reimbursement and it would really force the state, you know -- and the feds would call it state flexibility, but in our state, it would force the state to decide what eligibility to -- you know, who to -- how to restrict eligibility to knock certain people off of medi-cal and what benefits would no longer be eligible or offered under the state, so that has not been formally proposed, but the current head of the center for medicaid services is a big block grant proponent in her past career, so we continue to be mindful of movement in that direction. and with that

so the first one i was going to ask is you said that you felt that you the qualification for medi-cal was very important from a payment standpoint, certainly, and you felt that most of these members in your cohort are actually medicare eligible. how do we know that? >> well, since the aca, it reduced the need to be disabled to get onto medi-cal to be income, so we can say that most of these people are going to meet that eligibility. >> commissioner chow: it's related to income. >> income, but what would exclude them if they are undocumented, and so there may be 3, 4%, that if we could just look at based upon the fact that they classify themselves as latino, that would be a squint our eyes. we don't have that knowledge. if they are on medicare, they're not eligible for it. if they're -- have va, if they have any other kinds of health insurance, they're not eligible for it. we estimate that there's a 15% of the homeless people who we know we're already serving could be transferred to medi-cal -- sorry, estimate. >> commissioner chow: sorry. so that last number, you want to redefine that
