the difference is in the california building code. i can also give you tips on how to choose and specter appeared first of all, the program has an inspector's knowledge of the california building code, and the reason why that is so important is because you have to comply with both. the california billing code is enforced when you get a building permit, and forced by the local building requirements. it says all new buildings have to be totally accessible. it also says that new buildings when you do an alteration course have to be accessible when you do a project. there's a big difference between a big project and a little project. a big project is going to be not as accessible as a new building, but a smaller project actually has a smaller level of access required in the california building code. you might think that because you got a building permit that that means that everything is good and you are complying with the ada, but it is actually the difference in the building code because its is even if you have an existing building and h

and the biggest probably result was the california tax increase, kim. that's a huge tax increase that's going to either the pressure and fiscal pressure on jerry brown right away and he also got a surprise which is california is now going to have a super majority for democrats in the assembly and the senate, state senate which means they can pass tax increases to their heart's content and jerry brown is the only chaperone at that, at that spring break in sacramento. what does that mean for the state? >> remember the superman movie where gene hackman's plan was to push california into the seats. you have to wonder that democrats aren't the lex luther for california's future and they have raised highest rates past marginal rates, 13.3%, jerry brown did that by threatening to dramatically cut funding from school, as a result of. a lot of young voters who came out to vote for this because they were worried, but the business climate in california just terrible and now, as you said, the first time ever they're going to have the super majority they need to rais

those propositions have inspired a lot of debate throughout the state of california. y you'll hear from people representing both sides. first, before you can vote you have to register. according to the state registrar's office, 73% of the state's nearly 24 million eligible voters are eligible. that is a little more than 17 million people. joining us to talk about the importance of registering to vote is patricia mcgovern the president of the league of women voters here in san francisco. thank you for being here. you worked as a volunteer moderating many of the debates. i'm very impressed what the league does. tell us what they do? >> the league is non-partisan organization that works to educate voters and register voters. tell them what the up coming election is all about. we do a lot of programs that educate them on the ballot measures and bring the candidates to the forefront so they have a chance to understand. >> why do think it's so important for people to register to vote. i don't ever vote. that is not the answer? >> that is not the answer. it's so important bec

that means live, up-to-the- minute reporting from around the nation. california and the bay area right here on election night. >>> bay area traffic can be horrible, but believe it or not, it's not as bad as you might think. by far it is the worst week day commute in the state. according to data, residents are commuting an hour or more just to get to her. california traffic, however, overall is only the tenth worst in the nation. the golden state, three quarters of the commuters drive alone, only 11 percent use carpooling, and about 5 percent use public transit. the reason? well, free parking may be at play. it's a big reason why did people decide to commute on. but there is an incentive to turn that around. >> there is a program in california. it's called the cashel program. employers that offer free parking to their employees are supposed to offer a subsidy. if you would like to take a bus instead, you are supposed to get the value of that parking space. >> women and minorities are more likely to carpal and take public transit. >> and other headlines, tomorrow i
