and we looked at the california most populus and the national most populus. we looked at 192 different offices, like the board of supervisors. granted here in san francisco we have 11 supervisors. i'm looking at this report as one office. all supervisors get replaced in the same way. that's one office. i feel a very extensive review of how it's done in different places that can compare to san francisco. so we looked at, once we did that we broke it down into four different categories was the best way to try to summarize this in a simple way. appointment by individual that's a mayor, governor, individual appointments, appointment by a body where board of supervisors and where they get to appoint and special election to replace the seat and in other situational is kind of a combination of those three. you can appoint, you can have a special election. there is a lot of different variances within there and when you get through the report that's what you will have in there. if there is an x number of days left in office or more, you do a special election. if there

thank you to the gentleman from california. we are once again debating a bill that thankfully will go no further than that house. even if you support the pipeline this bill is the wrong approach to build it. this bill elevates the needs of the tar sands developers above the concerns of the citizens who live along the pipeline's path. i regret my amendment on pipeline safety was not made in order. we have ample evidence from spills in kalamazoo, michigan, and mayflower, arkansas, that concerns about safety are well justified. cleaning up after a spill is a big task. three years after the spill in kalamazoo, it's still not cleaned up. families in mayflower are still living in temporary housing. the spill is not just messy, it's also dangerous. it's a toxic brew. the resources damaged by these spills with ill take years, probably decades, to restore. congress asked the national academy of sciences to assess the adequacy of current pipeline safety regulations this information would be valuable, especially in light of these recent sp
