thank you to the california historical society. and also the mexican museum, it's quite a crowd tonight. thank you for coming out on a wednesday. it took me a while to get here. this book was written a few years ago, took me about six years. i was still learning how to write at the time. going through the process of writing a biography, it is very tough. for example, the spanish documents have very little in it about the spouses of some of these people. it is very male oriented. a lot of times you are left wondering. i had to sort of make amends to that in the introductions. the part that is missing -- his wife was a very interesting figure. this individual really is important. he definitely lived and mary specific -- very specific transitional time in california history. think about this individual's life from 1801-1894, he was born a spanish citizen. he grew up into a man as a mexican citizen. then he died as a u.s. citizen, without ever leaving his native homeland of california. his life is really indicative of that change. today

right after the american conflict in california. nevertheless, you can see pico with his nieces and his wife. one of the things he is often cited for his being the art -- is being the archenemy of the catholic mission systems in california. i read those words in a history of the missions actually. the arch enemy of the catholic church in california. it was in fact pio pico, who was the biggest advocate of breaking down the system. this is a system, a fancy word for it is secularization. it means you will maintain them as catholic churches where people can come in and go to mass, but you are taking land away from them and distributing the land to the indigenous people who were there. and the rest goes into the public domain. so that process was a process that was taking place throughout latin america. secularization was a very touchy subject. i mentioned that in mexico, the conservative and liberals were fighting each other. the conservatives and liberals saw california as a perfect model for their views on the catholic church. the co

that is the great california project. the result of that pumppings is an extreme decline in the environment of the delta, like san francisco bay. the salmon and other species have been diss mated by those projects. what are we to do? we take the information that's been developed over the many years and develop a comprehensive plan. one plan, which actually dates back 60 years now, is one that would take the water around the delta and bring the water down to the pumps. that was taken up by governor brown and it was called the peripheral cafpble, around the delta, delivering water to the pumps. i represented the delta at that time. and i said governor, what you have managed to create here is the great vampire ditch. this canal was big enough to take the water from the sacramento depriving the fresh water that it needed, and deliver it to the pumps. we had another great water work. it went on the ballot and the people of people of california decided not to build that california. there it sat until the second iteration of our

the california china office of trade and investment is the official office of the state of california. the state was absent from this business for about-international business for 10 years. there was a office in china that was closed about 10 years ago and governor brown said the state of california has so much going on with china, we need to have a office to enhance what we do to do more of it and to represent the state, so approximately 3 years ago governor brown opened the office in shanghai. i was as commissioner adams mentioned a exponent tev at wells fargo and on the boardf the trade office representing wells fargo and they asked me if i'm interested in running and i said i would so i'm happy to do this. i'm proud to do this. what a nice way to give back to the state. i have been involved through the state with wells fargo. when governor brown said he wanted a office representing the state he was unsure whether he could get approved by the state legislature so he went to had business communey and asked for a fartner and the [inaudible] 7 oor 75 year old policy think tank step up

there are a variety of things we do to promote the state of california. we are promoting the states investments into california by having various hosting delegations both in china as well as in california. i am out promoting as many places that i can. i'm speaking all the time in china. it is amazing how powerful the states name is and having a business card with state seal on it is very very powerful. i'm invited and incollided in a lot of things. compared to other states my challenge is not business development. i'm overwhelmed with opportunities. my challenge is to sort through opportunities to pick the right ones and notd waste time and energy so that is a key challenge. believe me, that is not the case with a lot of other states. a lot of other states have to work very very hard to promote their state and get the attention of the chinese. i would say california remains the favored destination of the chinese both for haveicationing and investing so the time couldn't be better. we are doing all kinds of things in all those various industries i mentioned

we are taking a deep look into the issue of medically assisted suicide. californiald be the next state to legalize this option as a bill passed the senate and is working through the assembly. some terminally ill patients are not waiting for the law, they are pursuing legal action. i sat for an interview with a patient that she is suing for the right to die. >> elizabeth loves to bring fruits and vegetables to life in her garden. hoping to help her avoid depth. >> there's a constant feeling waiting for it drop. there's never a moment where i don't have cancer. it's hard to make plans or think far ahead in the future. you have a lot to say, kid. >> reporter: at 47 her life was turned upside down. the single mother in sacramento was diagnosed with stage 4 colon cancer. how severe was the diagnosis? >> nobody really said anything until i went in to the colon surgeon and said i have a 15-year-old son and need to know what i'm dealing with. and he said he'd give me no more than 18 months to live. it was pretty severe. >> reporter: do you mind showing me the scarring? >> i

so that's the water plan for all california. there are many other pieces of the puzzle, one of which i'm going to take just a second to talk about and that's this week as we take up the appropriations for water programs in the state of california. we ought to be mindful, actually water plans for the united states not just the state of california. we ought to be mindful of a project called the land and water conservation fund a program that's been in effect for half a century. it takes the royalties from the offshore oil and minerals on shore and allows much of that royalty to be spent on preserving the special places of america. the wildlife refuges, very unique habitat areas setting aside those areas, using that money to buy up the land and in some cases to buy up easements so that the land will forever remain available to future generations in a more natural state. that's the land and water conservation fund. unfortunately, the authorization for it expires this year and at the moment there's no perceived movement by the congres
