thank you to the california historical society. and also the mexican museum, it's quite a crowd tonight. thank you for coming out on a wednesday. it took me a while to get here. this book was written a few years ago, took me about six years. i was still learning how to write at the time. going through the process of writing a biography, it is very tough. for example, the spanish documents have very little in it about the spouses of some of these people. it is very male oriented. a lot of times you are left wondering. i had to sort of make amends to that in the introductions. the part that is missing -- his wife was a very interesting figure. this individual really is important. he definitely lived and mary specific -- very specific transitional time in california history. think about this individual's life from 1801-1894, he was born a spanish citizen. he grew up into a man as a mexican citizen. then he died as a u.s. citizen, without ever leaving his native homeland of california. his life is really indicative of that change. today

there are a variety of things we do to promote the state of california. we are promoting the states investments into california by having various hosting delegations both in china as well as in california. i am out promoting as many places that i can. i'm speaking all the time in china. it is amazing how powerful the states name is and having a business card with state seal on it is very very powerful. i'm invited and incollided in a lot of things. compared to other states my challenge is not business development. i'm overwhelmed with opportunities. my challenge is to sort through opportunities to pick the right ones and notd waste time and energy so that is a key challenge. believe me, that is not the case with a lot of other states. a lot of other states have to work very very hard to promote their state and get the attention of the chinese. i would say california remains the favored destination of the chinese both for haveicationing and investing so the time couldn't be better. we are doing all kinds of things in all those various industries i mentioned

so that's the water plan for all california. there are many other pieces of the puzzle, one of which i'm going to take just a second to talk about and that's this week as we take up the appropriations for water programs in the state of california. we ought to be mindful, actually water plans for the united states not just the state of california. we ought to be mindful of a project called the land and water conservation fund a program that's been in effect for half a century. it takes the royalties from the offshore oil and minerals on shore and allows much of that royalty to be spent on preserving the special places of america. the wildlife refuges, very unique habitat areas setting aside those areas, using that money to buy up the land and in some cases to buy up easements so that the land will forever remain available to future generations in a more natural state. that's the land and water conservation fund. unfortunately, the authorization for it expires this year and at the moment there's no perceived movement by the congres
