a general tax on the ballot unless there are legislative seats also on the ballot under the california constitution so this requires a 2/3 vote of the people. the tax needs to be dedicated as a special tax. what is proposed are a couple of things. this falls into how the mayor has been talking about his priorities for the budget over the past several months. some of you have heard the mayor may be one or too many times about how you'd like to see a budget that is solvent. a safe part of that equation is what we're talking about today with this measure. when he talks about having a safe city, he talks about two things. he talks about public safety which is the core police and emergency response services and that is obviously a key component of safety. he also means a basic social safety net, a minimal level of social services that help people in our city feel a sense of personal safety about their future, about their health care, about their economic stability. so, the proposal that is before us would be dedicated to a fund that can be used for both of those purposes. this could be used for public s

not only the sunshine ordinance, knowing your rights under sunshine, but the brown act, the california constitution, and the constitution of the united states. i give you credit in the sense that as i watch your board, i have yet to see any of you interfere with somebody making public comment. i give you a big thumbs up on that. the second thing is access to public records. this is where i probably still have a bone of contention. because of a case that i talked about that i was not involved in, where there were serious questions about whether the process that had been gone through was fair. i know for a fact that the public records that the person who is a party of the case needed were denied it to her, and she was run through a whole bunch of sunshine ordinance hearings, which i got the impression was only to just drive her crazy. i brought that here, i said i have no skin in this game, these are just acquaintances, but i've seen what they have gone through and i think there are some serious things, annual shrugged it off and said, not our problem. the building department gives her a hard time, t

the california state constitution mandates that every county have a civil grand jury. therefore, there are 58 grand juries in california of varying sizes. the grand jury in san francisco is comprised of 19 members. i am pleased today that there are several members of the 2010-2011 grandeur with us, and i will ask those members to rise to be briefly recognized. thank you.
