approval to update our community choice aggregation implementation plan filed with the california public utilities commission. that plan, the existence of that plan and your support of it is a required step for all perspectives ccas under the california law that allows community choice aggregation programs to operate in the state. we initially filed our community choice aggregation plan in march of 2010 and received certification from the california puc in may of 2010. so we have been certified since then. we did update that plan last in 2012 to incorporate some privacy -- customer privacy rule changes that the california puc implemented. and now we're before you with changes to that plan that i will summarize, that reflect the changes that we have discussed on the program design. specifically that the program, the clean power sf program will lead with affordability. that the program will offer two products to launch. default product, that will be up to 50% renewable. with an optional premium product that will be 100% renewable at a price that is competitive with pg&e's green tariff program. the commission a

"today in the bay" scott mcgrew has been looking over some of the paperwork. let's start with why today? >> critics wonder if it isn't to bury the news. july 3rd is a holiday for some people and perhaps these rate hikes would go unnoticed. in fact, it's more than a hike, it's a total restrukt ripping of the way electric rates are calculated. what's unusual is the rate hikes would hit the most penny wise people hardest. it turns out the less electricity you use the more likely it is you're actually paying less than it costs for power suppliers like pg&e to make at that electricity. you are a drain on the system. you're causing electric companies to lose money. so they bill people who use a lot of electricity even more to recover those costs. today's proposal would make that more fair, it would make people who use very little electricity pay at least the cost of making that electricity and that would mean the other people wouldn't e books. that doesn't seem controversia
