the feel of the state of california shote -- seal of the state of california shows the state before the bridge was built. today, i do not think there are too many people that have difficulty finding our bridge. now we understand the many ways in which this harbor has represented the promise of california since the gold rush times. indeed, it is my honor to welcome to the podium, a man whose family name is synonymous with the state of california, whose father served on the golden gate bridge port of directors a few years ago, and who himself has many ties to our beautiful golden gate bridge. ladies and gentlemen, please give a warm welcome to the great governor of the great state of california, gov. jerry brown. the city. we know two things. change happens. maybe the state of californiathe state of golden opportunities, where we have a chinese-american mayor of san francisco. 35 years ago, congress members passed similar resolutions in both house and the senate to formally recognize the first 10 days of may as asian-pacific heritage week. one year later, president jimmy carter signed into law a joint resolution to officially designate the annual celebration. 11 years later, president george bush extended the weeklong celebration to an entire month. you know and i know that our mothers say that every day is asian pacific american day. i want to recognize all of the milestones the api has made in the state of california and in the entire country. the caucus has a record of 42 members in the asian caucus in congress. one of their very first things we want to say is it was a young man who was the first member -- we want to make note of that. the reestablishment of the white house initiative by president obama was another accomplishment. president obama's cabinets has dr.

this is the california states elevators -- and they will come out to inspect the elevator. this is not a city and county of san francisco issue. we need more inspectors and tougher regulations -- and we need more policies and procedures, to talk about what this will look like. you should not allow these boxes -- and i want to talk about this city-funded s.r.o.'s. they can do whatever they want, and they have an exemption. to get someone from the city and county of san francisco, this just seems very hard. this is basically -- my experience at the hotel under the community partnership housing has gone so bad but they refuse to do anything to put me into habitable housing. i have been withholding rent. this is my second time withholding rent. i refuse to unless they give me habitable housing. >> this gentleman is the last speaker. >> thank you for giving me the opportunity. i work for the that this will community services, and so i just want to say thank you for giving the opportunity to all of these speakers. but the population with the seniors, and i ask you to consider all

the land in california. the real question here, what about the exchange? california was the first state to set up one of the so-called exchanges where people who don't have employer base insurances would be able to shop for supposedly affordable insurance. well, if you have no mandate but still the guaranteed issue, that means the premiums are going to go up and it may not work as intended. what you could see as a result of that is the exchange kind of keeling over underitself its other weight. what happens to medi-cal, about 8 million people brought into the fold with expansion of medi-cal funding thanks to federal dollars. if the health care reform law goes away, so does that money and that in turn is going to affect spending on the people who need it most. the people at the lower end of the economic spectrum. >> wouldn't that put an end to the county hospital system? it's overburdened with people who can't afford to pay anything. now all these new people in there, would this not be a disaster in terms of raw dollars take care of the people who can't die on the street? >> that's right

unfortunately, the way it works in california is that the state requires school districts by the end of the month to pass a balanced budget. if you do not, you become one of the 188 school districts that have not been able to balance their budgets. that number is growing every week. that would be a lot of fun, but we do not have adequate funding in california to be able to meet our needs and go out and support students we ought to be supporting them. that is what we have to work with. we do not have a choice for the state will come in and take us over. we will see what happens the rest of the week with the governor and the legislature trying to approve a budget. that is depressing enough for one evening. we will move on to something that is fun. i see a lot of young, smiling faces out there that will lead us to the future and hopefully, the day that you are in charge, you are not so cheap in funding public education. that reminds me of a joke. do you know how they invented copper wiring? the california state legislature was trying to figure out how to pinch a penny to fund public edu
