the city. we know two things. change happens. maybe the state of californiathe state of golden opportunities, where we have a chinese-american mayor of san francisco. 35 years ago, congress members passed similar resolutions in both house and the senate to formally recognize the first 10 days of may as asian-pacific heritage week. one year later, president jimmy carter signed into law a joint resolution to officially designate the annual celebration. 11 years later, president george bush extended the weeklong celebration to an entire month. you know and i know that our mothers say that every day is asian pacific american day. i want to recognize all of the milestones the api has made in the state of california and in the entire country. the caucus has a record of 42 members in the asian caucus in congress. one of their very first things we want to say is it was a young man who was the first member -- we want to make note of that. the reestablishment of the white house initiative by president obama was another accomplishment. president obama's cabinets has dr.

the program. but california is about to transfer nearly 900,000 children to medi-cal because of the elimination of the healthy families program in the state budget. adding strain to that system. and to hear more about the impact of the ruling on california, diana dooley, california secretary of health and human services joins us from sacramento. welcome secretary dooley. >> thank you, belva. >> your agency is responsible for implementing the health care reform. what comes next? >> we have been on the path for healthcare reform for a long time in california. we had many starts and stops in 2010. we began to implement the affordable care act. we have been meeting for the last year and a half since the exchange started in january of 2011. we have many pieces in place, but we have much more to do. we have been operating at full speed to this point and now we have to find a gear higher than that and move into warp speed to get all the work done that we must in order to have the coverage that people need in january of 2014. >> so you have been operating on faith that this would work out? and so far it looks like things are going well for califo

is actually the first project and all of the state of california that has gotten all the way to the finish line and put in place a t3 under sb 4. these are funds that the state of california would otherwise have to come up with at a time of severe budget crisis that has been very difficult for the state of california. i am delighted to be the first county in the state of say -- state of california to do this, to complete this second phase. i want to congratulate in particular our executive director and the entire staff for a job well done. thank you to commissioner wiener. thank you, commissioner campos -- commissioner wiener, and your staff, and to my staff as well for all there work to support the project. on a separate item, there are discussions in the state budget that i think show possible signs for transportation ebay -- transportation. we are forecast to remain at $420 million statewide. this amounts to about $31.2 million here in san francisco for muni for this current fiscal year. that is a very positive sign. the department of finance says the revenues could even come in a highe

this is the california states elevators -- and they will come out to inspect the elevator. this is not a city and county of san francisco issue. we need more inspectors and tougher regulations -- and we need more policies and procedures, to talk about what this will look like. you should not allow these boxes -- and i want to talk about this city-funded s.r.o.'s. they can do whatever they want, and they have an exemption. to get someone from the city and county of san francisco, this just seems very hard. this is basically -- my experience at the hotel under the community partnership housing has gone so bad but they refuse to do anything to put me into habitable housing. i have been withholding rent. this is my second time withholding rent. i refuse to unless they give me habitable housing. >> this gentleman is the last speaker. >> thank you for giving me the opportunity. i work for the that this will community services, and so i just want to say thank you for giving the opportunity to all of these speakers. but the population with the seniors, and i ask you to consider all

the land in california. the real question here, what about the exchange? california was the first state to set up one of the so-called exchanges where people who don't have employer base insurances would be able to shop for supposedly affordable insurance. well, if you have no mandate but still the guaranteed issue, that means the premiums are going to go up and it may not work as intended. what you could see as a result of that is the exchange kind of keeling over underitself its other weight. what happens to medi-cal, about 8 million people brought into the fold with expansion of medi-cal funding thanks to federal dollars. if the health care reform law goes away, so does that money and that in turn is going to affect spending on the people who need it most. the people at the lower end of the economic spectrum. >> wouldn't that put an end to the county hospital system? it's overburdened with people who can't afford to pay anything. now all these new people in there, would this not be a disaster in terms of raw dollars take care of the people who can't die on the street? >> that's right

unfortunately, the way it works in california is that the state requires school districts by the end of the month to pass a balanced budget. if you do not, you become one of the 188 school districts that have not been able to balance their budgets. that number is growing every week. that would be a lot of fun, but we do not have adequate funding in california to be able to meet our needs and go out and support students we ought to be supporting them. that is what we have to work with. we do not have a choice for the state will come in and take us over. we will see what happens the rest of the week with the governor and the legislature trying to approve a budget. that is depressing enough for one evening. we will move on to something that is fun. i see a lot of young, smiling faces out there that will lead us to the future and hopefully, the day that you are in charge, you are not so cheap in funding public education. that reminds me of a joke. do you know how they invented copper wiring? the california state legislature was trying to figure out how to pinch a penny to fund public edu

and i just want to quote a section of this letter since i think that the california state sheriffs association summarizes this issue very accurately. they state, and i'm quoting, the federal government must uphold its responsibility to the facilities that hold criminal aliens and not allow changes that would weaken the funding provided for scaa. i hope that you'll give this issue more thought and much more thought to the impact that this change is going to have on law enforcement communities across the nation, not just to mention southern california, and i hope that you'll reconsider -- reconsider this decision and consider rescinding it. i just wanted to make you aware of that issue. i will be following up with your office. and i hope that we can work together to try to ensure that local law enforcement entities will be properly reimbursed for the great job that they do in trying to protect the public safety and i guess i'll just allow you a brief comment and i yield back to the chairman. >> okay. thank you, miss sanchez. the gentleman from arkansas, mr. griffin, is recognized. >> thank you,

played the united states. in california misery unemployment and racial hatred make for an explosive mix. for los angeles county alone the police report about two hundred fifty hundred fifty thousand gang members every year they are accountable for hundreds of murders for the u.s. marshals they are the most difficult targets to catch. two hundred kilometers west of los angeles santa barbara a middle class town of four hundred thousand has been living in fear of gangs for some time now. in a motel here tony burke is laying out the plan for the marshals task force. more than a serious problem. for murders of drug dealing. very different crimes in this whole santa barbara county area. the gang the marshals are getting ready to hit is called eastside recently they committed to assassinations and six other attempts against rivals in the drug markets. and four am four hundred fifty police officers squeeze into the gym. tony and his u.s. marshals come to give support to the f.b.i. santa barbara police the sheriff's men and other ag

the aclu in northern california. can you share with us how the efforts are happening in the united states and whether there is a healthy effort in the state of california? >> this is a great time to work on the issue of the death penalty. every day we get closer and closer to ending the death penalty in california and across the country and indeed, across the world. several states have into the death penalty in the last four years. most recently, the state of illinois into the death penalty in march of this year. [applause] we are now at the time when 16 states, puerto rico and the district of columbia do not have the death penalty. many more states are addressing this issue, connecticut and montana, colorado, kansas, these are all states that have had bills in their legislature to into the death penalty that have moved through least one house in some cases, both houses. connecticut passed a bill a couple of years ago to end the death penalty that was vetoed by the then republican governor who is no longer in office. this is for states in four years and we expect more on the way. >> this deserves applause. >> we're mak

the former transbay terminal. california high-speed rail has been an important component of the transbay project. it is designing a station in accordance with state law and local referendum that accommodates future high-speed rail operations from southern california. the high-speed trains will operate on the corridor from san jose to san francisco. the tracks will be in a deep tunnel connecting to a new underground station at fourth and townsend and then continue for a mild the plus a long train under such as street. both caltrans and electric trains in los angeles trains will use the tunnel into the transbay transit center. underground real level. once they enter the underground level of the new station, passengers will be greeted by the transit center in the new
