now is the time to work with her, to support her and her administration and council in making this the best city in america, the no. 1 can-do city in america. with that, it is my pleasure and pride to introduce to mayor jane kwan. >> this is an introduction i am going to remember for a while. i know the media -- last week, and gave the state of the city address. there were upset that my speech was not occupied. they said why don't you talk about them. based on the last arrest, more of them lived in san francisco and oakland. i wanted to talk about the state of the city and where oakland is going. before i do that, i would like to wish my good friends have the new year. the first time i spoke in front of the business times group, i said it does not really mean " happy new year," but may you get rich and prosperous in the new year. most of us are from merchant families. probably, for our families, being rich was the same as being happy. but also happy valentine's day. i would like to know who we are talking to. how many of you are from san francisco? thank you and very much welcome. stay for lunch. how many from oakland? the

the obama administration. you must have witnessed how legislation can positively or negatively impact business prosperity. you also ran from government and back into the private sector. what do you think the city can do to help companies other than saying, pass money. >> there is this interesting study that noted that between 1980 and 2005, nearly all internet jobs were created by companies that were five years old or less. and that is an amazing stat. someone like twitter fits into that type of group where we're trying to hire fast and we're moving fast. we have great ambition. i think what happened here in san francisco is a perfect example of how government at the city level, local community groups, advocates like ron and the private sector can help facilitate these job creation opportunities. it is not a bailout that helps out economies, it is startups and creates jobs. i think this is a tremendous example. the shining light and a standard i am hopeful that more city government can help replicate. >> the job creation by the tech industry in san francisco is staggering. we're doing what tech typically does. we're analyzing all of our employment data before we start our initiatives. we asked

families do to get children ready for school, what can the city do to support children, what can schools due to be ready for those children and families coming to them? everyone's role was clear in this plan which was part of a large public awareness campaign that created an environment in a city that people were focused on how is boston preparing its children for school? this program, this initiative was so successful it changed into something called thrive in five. it is akin toou our first five program. we already have these things that other cities took time to develop. how can we come together and look at what we can do collectively? that being said, the san francisco family support network books for to working with everyone to ensure san francisco is a city that values and promotes family's well- being. our children deserve no less. thank you. supervisor farrell: thank you for your comments. ok. supervisor dufty, thank you for being here. for those left, we have one more speaker and we will open up for public comment. thank you for taking the time to stick around. supervisor dufty:

in many ways, we at city hall feel we're off the hook in that area, that we do not have to worry about our public schools, that other people haven't covered. i think the city can do a tremendous amount. it can do a tremendous amount for our families. one thing i learned from my predecessor, chris daly, is what we can do to ensure we are prioritizing parts and affordable housing for our families and -- prioritizing parks and affordable housing for our families. i think that we need to support things that our schools cannot fund, like summer school. i would love for our city, in better revenue years, to have the longest school year and the longest school day, to really model for the rest of california what you can do if you really fund schools. so, that is the third area. hopefully we will kickstart our economy back up again. >> it looks like we are out of time. i want to thank you for joining us today. supervisor kim: thank you. >> we have been talking to supervisor of jane kim. watch for the next episode when we will be back. >> director of emergency management here in san francisco. it's a flows welcome you here today to commemorate our community celebration

the doors but the city is stacking the cards against him. >> here is what's ironic. i can build the building faster than they can do the paperwork. >> reporter: the city hasn't signed off on all of the permits. now he has to tell his 300 employees not to clock in on tuesday as planned. >> i guess we have to lay them off. >> reporter: the city loses out on the 15 cents on the dollar the casino would generate. >> we're well aware but we can't threat revenue side control our duty to regulate. >> reporter: san jose might be ready in another month after reviewing where matrix got its funds to finance the business. what might not be ready to open soon is this. the eighth floor has four gambling tables. that concerns the city's gaming regulators. >> he says you need controls on where the money, how you're going to control the money and the access to the eighth floor, make sure the same security requirements are in floor. >> reporter: it might be closed for a while. the ground floor may abmonth before it allows matrix to deal. these owners also own the garden city casino on the west end of town. they are going to bring tho

the community can do to put together is appreciated and does wonders. a group of us cleaned up a park off of juice and trimmed the bushes and hauled them to a city sight. here were not gardeners to do it and hope that the city can do that and make it a nicer place to be. and the graffiti (inaudible) is working well and volunteers throughout the neighborhood that work with san francisco police department and when theyç see graffiti and take pictures and to recover as quickly as possible. the taggers need to go to art schooling. >> you heard some of the street noise, one thing i would like to see change is a way to defuse the noise coming from 280. it will cost money and when we talk to the city, they say it's the state's problem and they say the city needs to ask for it. that is something that would bring improvement to the neighborhood. >> some of the great changes are, more of the jewels of the district, coming back alive. point to lake muset and the water levels were dropping and now it's coming back. and the park and zoo. we are doing basic infrastructure work in westportal and the tracks and those will be replaced and library will reopen in november

the details. but it would appear that we will be caught up in this situation and at some point we can hopefully have a conversation about what the city can do to regulate some of the billboard activity that goes on on publicly owned land. i would like to thank for this being brought to attention. supervisor cohen: thank you. is there a motion to move this? supervisor wiener may make a comment. supervisor wiener: as i said last time, i do not take a categorical view on billboards. i am supported in some situations, not so much in others. i am supportive of advertisements in public property on some places, not others. to me it is a case by case situation. i have every confidence that the department struck the best deal it could. i know that there was a process and i know that the economy is bad. i know that we only allow limited signs, said there is a variety of reasons why the pricing has been reduced from one quarter of a million dollars to $63,000. i am assuming that the department could, and i know that there are reasons in terms of cost to the billboard company, and so forth, that absolutely makes sense and justifies the price from a mar

i think the secrets can be found in the other cities doing it right. we need to look beyond our own city borders at national borders. this used to be a regular street for cars and was made a priority streak. you can see the silver in the front, those are lower at times when needed for deliveries. it is primarily a biking and walking the streets. these are the busiest streets in the city. if you go to the streets with lots of car traffic, those areas are just popular. they don't seem as busy or successful. these are the streets that are thriving. whether they are doing it just with paint, some of them are simply paint, or if you are doing it with full separation, that is the way that we need to be moving on many of our streets. if we are to reach the 80-year- old, the grandparents, will need this kind of infrastructure. this is our goal. when these folks are not making a conscious choice. it is just about what is the best way to get the little guy to preschool. it is mindboggling at how the verse the number of users were. you don't have an image of bicyc

stressing the importance of the america's cup and what it can do for the city but also with the messagemitments to local hiring and prevailing wage on what we're going to do in terms of the bill out to prepare for the america's cup. i think today is a good day to finally get to this point where mike martin from the point has pointed out. we have gone through the documentation, we think it is good. eddie at brightline did some more analysis. told me this morning that the press conference on the one-year anniversary of that local hiring policy were there. we want to move forward with this. it is important work to be done. it will create a lot of jobs, jobs in construction, at a time when we have record unemployment, prevailing wage seems to be in place and so again, after many months, we have got to a place where local hiring is that on the construction and the only question i would put out because we're trying to get the little bit of clarity. the prevailing wage around the temporary construction, that is what is referred to collectively, the bleachers in the america's cup village. it is

the ceo's. i am glad to understand what they are doing here, how they are building themselves up, but the recruitment is like, and what we can do as a city to support your growing and staying here in san francisco. i am busy myself. these are forged with interactions with you, the dialogue i have with you on a weekly basis. it should not surprise you that we began over a year ago getting rid of the payroll taxes in market. for those of you who do not want to be taxed, that is a good sign. it is a good sign when the mayor can agree with that. we are going to go beyond mid- market and change the peril tax and eliminate it, so we can find a way to support this growing industry. in addition, we got rid of something the city wanted, stock options taxes. with those two things, which allow you to -- [applause] we open up the door so you can converse with us. we are taking a few more steps further. as you know, i am one mayor in a country of mayors. but guess what? the cities are where things are happening? -- are worse things are happening. in my first u.s. conference of mayors, held in d.c. a few weeks ago, i had a chance to do a couple of thi

maybe there is a perception problem if they continue to list the education system as a reason to leave. what can we do here in city hall? i think part of the issue of the board of supervisors is that there is a separate board of education, the what can we do to hell? -- to help? getting that message out there is a really big deal. maybe we aren't as engaged as we should be, but what can we be doing as supervisors to make that happen? >> supervisor farrell, you're starting it right today. the efforts we are seeing over the past five years have been instrumental. i don't think we have this level of partnership and to requirement -- and requirement from 15 years ago. that is why i was very grateful and the superintendent was very grateful to be able to be here. we can work for ways that we can cooperate and share a playground, for example. how we get the word out, it is a slow process. i don't think there is just a silver bullet that we can just come on land. i think it is an evolutionary process that began years ago. supervisor avalos: just to say i'm sure all of the members of the board of supervisors actively take
