i just want to start by that i thinking naomi kelly, and the work of the capital planning committee. use of the work of the capital planning committee over the years, we've been able to have a very well-thought-out plan for investing dollars in facilities that the city owns, especially our public safety facilities. and in 2010 and in 2014, voters passed these bonds without raising property taxes but with almost 80% of the vote to support rehabilitating facilities all over san francisco. and just this year, i was really excited about cutting the ribbon on station 5, which is my home station, where i used to get my toys as a firefighter. our firefighters and our police officers, fixing our buildings and making sure that they can sustain an earthquake is so critical to protecting the lives of our citizens. in fact we are all reminded from last week, the major earthquake that happened in southern california and the devastating impact it had on that community, we are reminded that we have to be prepared. it's not about if, it's about when a disaster strikes. so what are we going to do to m

if the commission were to give its approval today we would go to the capital planning committee for theirproval on july 22 with an eye towards introducing the ordinance at the board of supervisors on july 30. if there is no appeal, of the dismissal of the litigation against prop a by august 19, then we will simply table the ordinance at the board of supervisors. if there is a an appeal and the city chooses to delay the first of bond sale which is an open question we would work to get the items scheduled at the budget and finance committee when the board returns from its recess at the beginning of september and then we would hope to have full board approval by the end of september which would then allow us to continue the program. that concludes my presentation i'm happy to answer questions. >> can i have a motion? >> so moved. >> any public comment on this item? public comment is closed. >> thank you for the presentation i am in support of the item and i would continue to see planning so we can move this work forward. thank you. >> i support the item. >> i support the item and think you,

eileen bogan, coalition for san francisco neighborhoods here at the july 22 meeting of the capital planning committee, there was a presentation of the 2019 building code update. the presentation was made by the department of the environment. the presentation stated that the cities current admissions that come from private sector natural gas are 35%. one of the proposals will be to encourage all electric, new construction. the issue of reliability was brought up by a committee member similar issues were brought up at the july 25 meeting of the public safety and neighborhood services committee on overhead wiring. i believe under grounding should be considered with this hearing, and would propose the following priorities. areas adjacent to police and fire stations to protect emergency response. areas adjacent to hospitals for the same reason. areas adjacent to muni routes to protect transit services. areas adjacent to schools to protect students. areas adjacent to commercial corridors to increase their competitiveness with online retail. finally, at the public safety committee hearing, pg&e stated that
