the second thing and on this topic i have more expertise than almost anyone that works at the cato institute. i think the government has often really limited capacity to understand problems and craft elaborate, creative solutions to them. i do not think any of you were surprised about that. but you have lived it less than i have. sometimes i would be in a room where there was a mathematical identity that people were arguing with. there would be something like in health insurance, we agreed on a certain coverage ratio that no more than 30% of your costs would be out of pocket. and people would say ok, now let's have a lower deductible. but if you have a lower deductible, you have higher coinsurance. i said once you set that up there very bold, those other two are just a function of a. -- of its. on that particular one, when we were trying to decide what the deductibles should be, i sat down with a friend of mine who was a colleague and we thought about it and cannot decide what we thought was in people's best interests. we just were not sure. and we were pretty educated and pretty good at it.
