and thank you for the latest from cdc. got another doctor waiting in the wings here, meantime, president trump is down playing fears. he says it's very much under control. with me now is former white house health policy adviser for the obama administration. he's with me. he just returned from a w.h.o. meeting of scientific experts on the coronavirus. so you, sir, are the perfect person to be talking to. dr. emmanuel, welcome. >> nice to be here. so you just heard from sanjay that essentially, the cdc is sounding the alarm when it comes to the coronavirus here in the states. i've read that you have suggested that people in the u.s. may be overreacting to this outbreak? how so? >> i think -- i would agree with sanjay on two very important points. first, the current risk in the united states is extremely low. we have 57 cases. the vast majority of which come from that cruise ship in japan. we've had, you know, most of them have been travel related, only a couple have been person to person spread, so i think in our daily lives,

so i think that in some ways the cdc -- because this patient didn't fit the criteria, the cdc dragged their feet as you're pointing out. but do we now have enough testitest ing capacity and testing kits when people present at the hospital and it might look like the flu or rest pretour, do we have the means to test everyone? >> reporter: i don't think we do. i think this has been a glaring problem to be candid. again, you look at other countries around the world including korea. they have the testing. they've been doing the testing. up to thousands of tests a day. we know that some of the original test kits that were sent out to what are called poc, point of care locations were flawed for various reasons. they didn't have the right control, the right reagents, whatever it may be. but i think the numbers change a little bit, but maybe only seven different hospitals and locations around the country where you can actually get this testing done. anecdotally, i talked to my friends in the medical community and they say, hey, there's patients who may be fitting the criteria here. they weren'

within the hour, the cdc officially confirmed that new case in california. joining us now, jake ward at uc davis medical center in sacramento, california, where the one lone case is being treated. also with us, dr. matt mccarthy, infectious disease author of "superbugs." jake, what do we know about the case being treated there? >> reporter: chris, at this point a woman from vacaville was committed to her community hospital, her symptoms deteriorated quickly, that was four days ago. she was then transferred to the uc davis facility in sacramento which has a great pulmonary unit, where a case like that would go. they found only now as of yesterday that she has coronavirus. of course, the difficulty here is she came in with them not knowing it, and according to email sent by the hospital behind me to its employees, she was basically -- they asked the cdc to do testing on this patient and the cdc didn't do it because she didn't meet strict criteria they were using at the time for coronavirus. as a result, reporting from "the washington post" and ap suggests that

they can't all be done at the cdc. we are going to have to get those tests done rapidly in the field for our people on the front lines, but is there any evidence that there's any sort of bargaining behavior with things like personal protection equipment or pharmaceuticals? is that something about which we need to become concerned? >> in terms of the supply? we have reached out to manufacturers and we are aware that spot shortages can and have occurred. however, currently, we know of no overall shortage related to pp, but this is a dynamic situation as we mentioned at yesterday's press conference that we are likely to see some pressure, particularly on the demand side here, but we are working closely with manufacturers on this. >> is there anything you can do to prevent hoarding activity by people who might just be buying up equipment? >> the department has led an old -- all department effort to communicate to providers and hospitals regarding this issue and have recommended following cdc guidelines with respect to the u

the cdc diagnostic tests not yet up to speed. "washington post" saying only about 426 people have been tested. five states, nebraska, illinois, nevada, tennessee have the kits to test for the virus. your reaction to that? >> certainly numbers are much higher in reality than reported. that begins first and foremost with china who i think wildly irresponsibly used censorship and inteldation as a response to this rather than actually transparency, accountability and cooperation. so we never had accurate assessments out of china. it makes all the more impossible once it comes to our shores or say allied shores to try to get a handle on it. so we've seen responses in japan. we've seen responses in taiwan. when you get to free societies with a free press, or open to international cooperation, there is some evidence the pace of spread slows down. so we should have some confidence that our medical system, our free press and collaboration we have in the medical industry will get a good handle on it but we're flying blind given you can't te

it was then when i was governor that i learned of the extraordinary capabilities of the cdc. i worked with my health officials in the state of indiana, worked for -- worked with federal officials and learned the invaluable role that local health officials play in dealing with the spread of infectious disease. i'm proud to say the state of indiana secured that patient. found everyone they had ever contacted. there were no additional patients. the other incident was in 2015. in ad an outbreak of hiv very small town that emerged in early 2015. my health officials came to me and we deployed health resources. the truth was, hiv-aids was being spread by people sharing needles. the state of indiana did not allow for providing a needle exchange to citizens. the cdc came in and made a recommendation and i declared a public health emergency and made for 30 days a needle exchange available in the state of indiana and i'm proud to say that everyone of those patients was treated. we ended the spread of the hiv-aids virus in that community. experience as a governor dealing with two differen
