in the 1960's, the city politicians did not support building in the heart of chinatown. said chinese leaders came together to hire their own consultants to present with a financing formula. over the years, this the raj, under the management of this nonprofit, has supported the local neighborhood in chinatown, north beach, in the financial district. when the original lease expired, the parks department explored a variety of options. i want to thank the department for their commitment that the assets should remain committee- based. today we're talking about a 40- year lease approval. i know in a moment -- we will discuss some of the details of this. i want to thank all of the committee members who have supported this grosz over the past 50 years -- who have supported this garage over the past 50 years. i know several of you are here to talk about the fact that this is the garage that has had expenses substantially below budget and has done all the operating -- they have done this with the zero pay and zero benefits. with that, could you make a presentation, please? supervis

last night's attack took place near the chinatown border. a man attacked a woman in a residential area off lakeshore avenue as she walked home in the early evening. she was sexually assaulted and robbed and twice on the same day in september two more women were attacked and robbed near the lake. one in the 1400 block of third avenue and the other at east 18th street and lakeshore avenue. >> when we look into whether or not there is a connection, but at the same time, it is the method of operation does not appear to be the same. >> police say the attacks may be purely coincidental. the most recent victim was not robbed. nonrape sexual assaults are down 54% in oakland, and this time last year there were 61 and 28 so far this year. the most recent attack takes place a few blocks from laney college. it is where students walk at all hours. >> you have to take precautions and walk in groups. >> in oakland you have to be on your guard. >> well, police only have a vague description of the suspect. he is described as an african-american man with mediu

the annual chinatown chinese new year parade. and now, there are about 5,000 participants at the starting line where most of the people are forming here and the parade has been going on for about an hour and so it will go on for another hour. the people have come out. they stood in the rain. still standing and watching. we talked to a few of them. and this is a woman from san francisco, and then a woman from southern california, and then a woman from beijing. >> well, it has been a long time, actually. i think maybe the year '96. it has been a while. >> what year is this? >> the year of the rabbit, 2011. >> what about the rain? >> it wasn't forecasted to be pouring rain during the parade so we thought we would take a chance and it is a little more than we thought, but hey, we're making the best of it and we're glad we're here. >> what do you think? >> it was very -- >> it is wet. >> yes. >> apparently, it is one of the few places where people don't mind if it rains on their parade. these people actually, there was a lot of plastic

we have had a significant uptick in the western edition in the last year. and chinatown. supervisor mirkarimi: since the city college satellites that are hosting this is in the south, southeast, isn't there any way they can also be encouraged? and john adams can is near the western addition or chinatown or what have you that we can actually also have outposts for the training in those city college campuses as well? >> we are limited by the facilities that are required. you need april is a given amount of space and could dent. with our other programs and academies, we are actually partnering with the john adams can around our health care academy, which of course has lab space. city college and we are therefore somewhat confined on the facilities needs and restrictions we have. we try to ensure that we are partnering with as many of the campuses as appropriate. it does require that folks travel. we do provide, if needed -- typically they are needed -- travel vouchers, muni passes and things like that on a monthly basis. supervisor mirkarimi: i am looking for a nexus of those
