i am the public policy manager at chinatown community development center. i am here to express our support for the chinese hospital, and for getting this through in a timely fashion so that we can begin with the process of approving the project. chinatown community development center is a 34 year old organization that has served chinatown in numerous capacities. we build affordable housing and we engage and work with neighborhoods and residence, and we have been deeply involved with the community planning aspect of chinatown. we were instrumental in 1986 along with a number of other people in getting the chinatown area master plan through. we believe that this hospital and the rebuilding in the uses of the hospital are actually consistent with this area plan. i want to jump back for a moment and say, i have been an attorney for a long time, about five years at the asian law caucus, before i was at the community development center. in one instance, i remembered that we were dealing with the eviction of the building of 53 columbus street. we were asking the pe

we have the fire at the edge of chinatown and north beach. ch, by the way, and generated transports. we had a surge of calls. when we examine the data for those calls and went back and reviewed a sample that every paramedic completes, 70% of them are alcohol-related. comments from the commanders on the scene that night, it was anecdotally that they had just never seen so many young people in their 20s, mostly women, that were drunk. it goes to two kinds of permits, you get to do the facility like hospitals and the home. your response to the scene of 911 calls. you can come and transport non life-threatening cases to the hospital. it would not appear to be life- threatening. at 2:30 in the morning, we had 33 code three calls. that is red light siren and potentially life-threatening. most of them turned out not to be, but we have no way of knowing until we get there. there of the 450 calls for medical care. we called our brothers and sisters and for the first time that we know of, activated a mutual aid system. they sent us a strike team. they t

recently, with the chinatown workers projects. recently, we have done an assessment of labor law and domestic workers. we have an explicit regulatory authority under california law and local law for the agency. the minimum wage ordinance and safe -- in itself says that olse may request revoke station or suspension from another organization until the wage violations have been remedied. the health and safety code at the california level and our own health and safety code says that we can revote or suspend a permit for a business operator whenever they violate any law. that is a very, very broad authority. as part of the education, we have been conducting food operator training. every food operator is required to send this safety training. we have integrated liberal lot training. -- labor law training. i have asked my staff to start looking at the employee notification requirements and giving the employees notification requirements and making referrals when they are not placed. we have started requiring proof of workers' compensation

we spoke to poke through the chinatown development center to see how we could make this service work better. not only as a benefit to the residence, but this will be running from the caltrain area through union square, up to the northern waterfront, and even having a quarter leg near the f line at jones street. that would be a key backbone for the effort. 30x starts further downtown and gives a more speedy route out to the western end of the spectator areas. one other item to show, the e line. that has drawn a lot of attention from folks in the area. that is one idea that lends itself well to how we want to move people to and from this event. by connecting the caltrain terminal, this building at the ferry terminal, and at the fisherman's wharf. we hope that people enjoy themselves through the america's cup village, wharf area. we are looking at ways to bring that online to ensure that it is effectively interspersed with the f line. hopefully, the e line can allow for more capacity along the ferry building, but also serve as a connector down to the southern piece of the embarcadero, d
