i am the public policy manager at chinatown community development center. i am here to express our support for the chinese hospital, and for getting this through in a timely fashion so that we can begin with the process of approving the project. chinatown community development center is a 34 year old organization that has served chinatown in numerous capacities. we build affordable housing and we engage and work with neighborhoods and residence, and we have been deeply involved with the community planning aspect of chinatown. we were instrumental in 1986 along with a number of other people in getting the chinatown area master plan through. we believe that this hospital and the rebuilding in the uses of the hospital are actually consistent with this area plan. i want to jump back for a moment and say, i have been an attorney for a long time, about five years at the asian law caucus, before i was at the community development center. in one instance, i remembered that we were dealing with the eviction of the building of 53 columbus street. we were asking the pe

[speaking foreign language] >> we're here to support the development of the new chinese hospital in chinatown. this is one of the best neighborhoods in the city. the chinese hospital is the only hospital in chinatown with an emergency room -- with the capacity and the cultural capabilities. we to encourage the seniors to seek out medical care intensively, and the chinese hospitals serve this very well in our community. the children to go. also recently there are many fire incidents in chinatown. o it's important to prevent fires, but imagine whenever there's a fire, a low-income person faces tremendous difficulties without a place to live. it also increases the burden on the city to relocate them. so i'm asking the city government to provide more childcare and more places for our children to play and more fire prevention for our chinatown buildings. thank you. >> i want to address that for a moment, specifically with regards to fires. in my time in office, i have probably taken part, along with my aide in responding to half a dozen major fires in the district. this has been a very serious situation. i do want to thank many of the departments that are here, particularly our human services agency, rec and park, the police department, the fire department for their response in helping us deal with the aftermath of these fires. all that being said, we as a city need to do more to invest to make sure our buildings are safe, that these fires don't happen in the first place, the neigh

today, it is my pleasure to honor gordon chen, the executive director of the chinatown community development center, one of district 8's most distinguished residents. slightly more distinguished than another distinguished district 8 president, ccdc's deputy director. gordon, as you know, is the founding executive director of ccdc. founded almost 35 years ago. it brings together community organizing, affordable housing, development, property management, and neighborhood planning, all under one roof. during gordon's tenure, which will -- i do not want to say come to an end, but will transition to a different days later this year, ccdc has built or rehabilitated over 2300 units of affordable housing. this is one of the most important and successful community organizations in that city. many of us know gordon's amazing work, but his roots go much deeper. born in san francisco, board and attended oakland public schools , junior college in the area, received a master's in social welfare from san francisco state. he entered with the late congressman phil burton in the 1970's. he has been very activ

we call the richmond district the new chinatown in the 1980's at that time. just being around the tremendous unique neighborhood, and discovering san francisco in the 1980's as i grew up, but i also have been very active as a community organizer. i worked in chinatown, and some first jobs also at the mental health center in the richmond area multi services in the 1980's, and i was also a staff are at the chinatown youth center -- i was also a staffer. a lot of my work has been supporting community empowerment, especially in an immigrant and people of color communities. most recently, i have been teaching at san francisco state. i ran the immigrant rights coalition in the city in the 1990's for several years. i'm also an immigration attorney, and a lot of my passion is supporting in power met for immigrant communities in the city as well. >> why did you choose to live in san francisco? supervisor mar: a lot of people bring this up, but is one of the most exciting, culturally diverse places in the world. learning about new cultures and people from different par

community development center presented at the planning department something on chinatown where i remember it being mentioned at the time that one of the -- it is not the majority, but a large mature -- majority of residents in chinatown will be mono lingual seniors that are living on a limited income. i remember that figure being communicated to us. we will have a large aging population in chinatown that are living on a limited income. one of the population institution served our people that are 87% under the care of medicare and medical. i think that we need more institutions like this in more neighborhoods. it is impossible not to support an institution like this. during one of the conversations regarding another institution, the issue of beds have been raised. more seigneury reduction so that you will be adding 22. that is something that is critical. it is important to have an institution that is culturally and linguistically competent. i have worked on this project of distributing questionnaires for seniors who live in hotels. the need is great for many people that li

we have the fire at the edge of chinatown and north beach. ch, by the way, and generated transports. we had a surge of calls. when we examine the data for those calls and went back and reviewed a sample that every paramedic completes, 70% of them are alcohol-related. comments from the commanders on the scene that night, it was anecdotally that they had just never seen so many young people in their 20s, mostly women, that were drunk. it goes to two kinds of permits, you get to do the facility like hospitals and the home. your response to the scene of 911 calls. you can come and transport non life-threatening cases to the hospital. it would not appear to be life- threatening. at 2:30 in the morning, we had 33 code three calls. that is red light siren and potentially life-threatening. most of them turned out not to be, but we have no way of knowing until we get there. there of the 450 calls for medical care. we called our brothers and sisters and for the first time that we know of, activated a mutual aid system. they sent us a strike team. they t

, are the densest neighborhoods within the densest neighborhoods west of the mississippi. chinatown and north beach are not just the most historic and oldest and some of the most important neighborhoods that we have here in san francisco, but these are neighborhoods that have very little open space, and both north beach and chinatown, we do not have front porches. we do not have backyards. we do not have many places for people to play, for young people to run around, and was on the streets is going to mean for the residents of chinatown and north beach will be an opportunity for all of our generations to join the rest of the city and plate. for our young people, our families, and seniors, and this is why it is so wonderful to be here as part of this kickoff announcement, but also, for this new announcement about the inclusion of chinatown and north beach. these are two neighborhoods that have been in recent years working in close partnership, and i want to thank the neighborhood association, the resident groups, and the merchant groups who have come here today to partner with our ci

the chinatown station property terms and conditions have been approved of by the owner and the fta. purchase rectification is expected by the end of this month. the agency has also begun relocating existing residences and businesses from the existing building, located on the corner of washington and stockton. three residences have been relocated. the fourth residence is expected to be relocated in mid-may. one business has identified a relocation site and is scheduled to move by the end of june. the moscone station property acquisitions have been unsuccessful. if negotiations do not improve, we will be forced to initiate court action to remain on the project schedule. the central subway financial plan before you is comprised of federal, state, and local funding sources. the program has been successful in working with mtc and the transportation authority to provide funding availability with project needs. this board approved the central subway budget and financial plan, completing another fta grant agreement requirement. central subway has also successfully mobilized its design and c

recently, with the chinatown workers projects. recently, we have done an assessment of labor law and domestic workers. we have an explicit regulatory authority under california law and local law for the agency. the minimum wage ordinance and safe -- in itself says that olse may request revoke station or suspension from another organization until the wage violations have been remedied. the health and safety code at the california level and our own health and safety code says that we can revote or suspend a permit for a business operator whenever they violate any law. that is a very, very broad authority. as part of the education, we have been conducting food operator training. every food operator is required to send this safety training. we have integrated liberal lot training. -- labor law training. i have asked my staff to start looking at the employee notification requirements and giving the employees notification requirements and making referrals when they are not placed. we have started requiring proof of workers' compensation

we spoke to poke through the chinatown development center to see how we could make this service work better. not only as a benefit to the residence, but this will be running from the caltrain area through union square, up to the northern waterfront, and even having a quarter leg near the f line at jones street. that would be a key backbone for the effort. 30x starts further downtown and gives a more speedy route out to the western end of the spectator areas. one other item to show, the e line. that has drawn a lot of attention from folks in the area. that is one idea that lends itself well to how we want to move people to and from this event. by connecting the caltrain terminal, this building at the ferry terminal, and at the fisherman's wharf. we hope that people enjoy themselves through the america's cup village, wharf area. we are looking at ways to bring that online to ensure that it is effectively interspersed with the f line. hopefully, the e line can allow for more capacity along the ferry building, but also serve as a connector down to the southern piece of the embarcadero, d
