they were the pioneers of our chinatown community and start the china town community association years ago i remember coming back with my mom when the freeway was torn down and she wanted to make sure it stayed up because she knew it was the lifeline to chinatown. i remember the spirit of my mom and how strong she was and she was here in these chambers with over 20,000 signatures to put onto the ballot but unfortunately we did not prevail and the freeway was torn down. in any event, we got to take the highroad and we started the moon festival street fair. i remember they said this was a new project. you have to help us get it off the ground. there was no e-mail. we started communication through a fax machine and we got through radio and announcement and was the first ever street fair in chinatown on grant avenue. it began with the hard work of my parents. it started with three blocks and now up to nine blocks. thanks to all of my friends back here. i'm almost teary eyed because they have all been here from the beginning. i want to thank them all. >> [ applause ] so i hope that you will

we call the richmond district the new chinatown in the 1980's at that time. just being around the tremendous unique neighborhood, and discovering san francisco in the 1980's as i grew up, but i also have been very active as a community organizer. i worked in chinatown, and some first jobs also at the mental health center in the richmond area multi services in the 1980's, and i was also a staff are at the chinatown youth center -- i was also a staffer. a lot of my work has been supporting community empowerment, especially in an immigrant and people of color communities. most recently, i have been teaching at san francisco state. i ran the immigrant rights coalition in the city in the 1990's for several years. i'm also an immigration attorney, and a lot of my passion is supporting in power met for immigrant communities in the city as well. >> why did you choose to live in san francisco? supervisor mar: a lot of people bring this up, but is one of the most exciting, culturally diverse places in the world. learning about new cultures and people from different par

we recently opened the renovated chinatown rec center and mascony playground, after 14 years of struggle, we will soon renovate the joe dimaggio playground next to the brand-new neighborhood library and we don't have a gardener to take care of it. district 3 needs additional rpd and dpw resources, more staff or quake tower, transportation. we've got heavy needs for transportation. the t line is underway but the t line will not be finished until he continues to north beach and fishermen swarf. we need to look at how the t line can be connected to them. drug and alcohol abuse. the effects of homeless and substance abusers is great. we need more b cops, and beginning to hear from both the officers and homeless advocates the same story; the officers call it the drug tank. the homeless calls it the detox center. more and more i hear call for a place where people can be taken especially during the day, cared for and given access to city services and not endangering the families and the children and the tourists who come to north beach. polk street, and broadway, are old, hallowed traditional c

heard about concerns about that about wanting more bilingual officers especially where it is for the chinatown. so is there any plans, what is the way to get more cantonese officers if possible? >> i think that's a function of the hiring process. we go out to speak to young people and talk about careers in law enforcement. we tell them we want the department to reflect the community it service so the best is to higher from the community. we go out and do the cadet program that gets high school students thinking about a career in law enforcement and we have the southeast corner in the city and we focus down here trying to get folks from the ingleside and with the working group we put out an application with the county residents trying to give the youth an opportunity. as far as the language, i would like the city to give the language test, i'm sure there are a lot of people who speak but are not certified. we have to create a test. it's really a function of hiring people. i know the department does a lot of recruiting in the city of san francisco and that's the key in the long-term. >> do you k

we focus mainly on the tenderloin, chinatown, bayview, visitation. we do a lot of expansion. people start small through the credit union and then want to go to the bank. we know we are limited. we cannot afford to give out a big loan. starting from the credit union, we educate them about filing taxes properly and then moving on to the bank, a small one, expansion, and we work with the bank. the bank and credit union are similar. we do allow tax returns, projections. credit unions do not charge an additional loan or processing fee. processing time, on a small loan, -- consumer loans probably a few days. because we require a business plan, sometimes it takes longer. business plans take a while. especially bank statements. we need to see consistent income coming in. so far, a credit union delinquent rate is quite low because we are working with a client. we want to keep that low and as part of our mission. there is no application fee. if you are interested in an application or information, i have brochures, or you can give us a call. >> thank you. next is marked with wells fargo.

early days of the city, the city grows up in what is the financial district on the edge of chinatown. everything they rely on for existence is the golden gate. it's of massive importance to the people what comes in and out of san francisco bay. they can't see it where they are. they get the idea to build a giant wooden structure. the years that it was up here, it gave the name telegraph hill. it survived although the structure is long gone. come to the 1870's and the city has growed up remarkably. it's fueled with money from the nevada silver mines and the gold rush. it's trying to be the paris of the west. now the beach is the suburbs, the we will their people lived on the bottom and the poorest people lived on the top because it was very hard getting to the top of telegraph hill. it was mostly lean-to sharks and bits of pieces of houses up here in the beginning. and a group of 20 businessmen decided that it would be better if the top of the hill remained for the public. so they put their money down and they bought four lots at the top of the hill and they gave them to the city. lily
