the city. and also is the dominant share of jobs in other areas of the city. most of the large employers are either in downtown or are major institutions, hospitals, universities and a few areas. in most of city, the job opportunities are small businesses. and the city isn't set up or planned for people to meet their retail entertainment shopping needs in the local neighborhood. you can't get to the mall without small businesses in the neighborhoods. people talk in the real estate world talk about why people love san francisco and tourists talk about why they love san francisco. it's the neighborhood. small businesses are vital to the experiences that residents and visitors value. if you don't have that, you don't have willingness to pay for housing and construction workers and the tourism draw. it connects to really every dynamic, every part of the city's economy. you can't be attracted to tech workers who have to decide if you want to live in new york or london or barcelona or san francisco. s

at the same token, almost all americans have been to our capitol city, americans love the capitol city. it is spacious boulevard stand memorials and monuments, the majestic government buildings, the tree-lined mall, very few americans know the story about the capitol city of how it came to be an almost didn't come to be and that's why were here today to talk about it. so, our story begins the backdrop for our story begins in newburgh, new york. and this is along the edge of the hudson and at the end of the revolutionary war. not too far today from fdr's high court, and was quite if anybody has been there. so for many battles, the revolutionary war is the battle of yorktown which is september and october of 1781. after yorktown, that would be the last major battle of the war, and after yorktown, for about two years there was what we could call the cold war. the british hunkered down in new york city, george washington and the americans went up the river to newburgh as you see right here in my side and for almost two years, they hunkered down there in this cold war. it would be washingto

ultimately the city was sued and the case was called bolden versus the city of mobile. it goes all the way to the supreme court. the supreme court looked at it, judge stewart said not for sure we want to act on this. they sent it to the lower court. the lower court sent it back to mobile and it went to the capitol as the zoghby marietta act. and ultimately it came back for the citizens to vote on it. and the citizens voted on it and it was approved. when it was approved, it split the city up into seven districts, three of them which were majority african-american. so we've had an african-american representative at the table since 1984. and we've also had an african-american mayor. so now those individuals represent their district. and each district currently getting $3 million per district. if they don't spend that money like the constituents want, obviously they vote someone else in. but at least we're sitting at the table now when the decisions are made and when the money is allocated, which means it can be spent in their communities as opposed to other areas of the ci

the city could fund all or a portion of the costs. there's another approach. and that would result in substantial city costs but could be covered potentially by bonds and phasing the initiatives. so over time the changes would be made but not necessarily all at once to smooth out this cost. or it could be combined with rebates and incentives and a mix of the tools available to reduce the hardship on any one party. in this table we show the layout, impacts of different approaches. one is already in place in san francisco. the electrical appliance requirement for all new construction, shown in the third row here. that will have an impact that will increase and help with this shift in cost advantages that i mentioned from natural gas to electricity. but the row in green is the retrofitting of all residents. that is the biggest impact. we are talking about 240,000 housing units with some fuelled by gas if not all. the costs are highest and that's the biggest pay off in terms of reusing greenhouse gas emissions. and again, with the buildings being about a fourth of
