the first objective is about involving open space system the city has an expressive open space and we consistently score ray and compared to other urban places in terms of open space, however, some of the spaces are underutilized and this calls for highly utilized open space this it mean some open spaces are busy but people can relax we have a lot of needs for the recreation as a need to increase the recreational facilities so to provide guidance better utility to balance the recreational option with the preservation of open space. the second objective is about meeting long term needs of our open space system so the highlights the need to expand our open space network. this map represents a key policy element of the rose and as part of the theme to insure we seek shoilgss in this city the areas where rec and park open space should be prioritized it is the laying of a number of factors that led to identifying the highest needs areas in the city and those factors include criteria such areas with the highest densities of population and the highest density of seniors and children and yout

during the first time that i presented the budget to you i shared my vision for a safe san francisco a city for the one hundred percent and many my vision for the city has not wavered the budget i'm perceptive to you today maintenance maintains that focus. when i first came to office the cities outing outcome was different than today, the unemployment was 9 points 5 percent and revenues were stagnant and what we faced budget deficits of $4 million. we all had to make difficult decisions during these difficult wants to budget the city's budget i'm pleased to say with the release of my proposed budget the city's condition is conceived the unemployment rate has dropped 4 point and we're under $6 million in deficit. however, and construction is up in our city, however, (clapping) thank you. however, this economic growth which no one thought possible a few years ago has also led to rising prices for homes and others goods and services across the city. i recognize san franciscans are anxious about a living and living in the city. i know that know that 70 plays an important role through this budget we're making smart, responsible targeted investments to insure

the city has built a strong robust and transparent process for the management of these obligation bonds. starting with the city's citizens general obligation bond oversight committee that is staffed by the city control's office which has review and auditing of all general obligation bond programs and importantly just to remind you, every time that we issue a series of bonds, and for a $500 million program, it would be three or four series that's we would come to on each one of those issuances and it requires approval from the board of supervisors and appropriation that goes with those. each time we come for those approvals, it's at that point we have a specific list of projects and programs for which we're seeking your approval for the investment and then the reporting to go along with that to the committee to the board of supervisors through public websites that we've established for these bond programs as well as part of the annual capital budgeting process. so that's what i want today cover today. mohammed are here to answer any questions you have. >> colleagues, any questions to mr.

i think that the city's presentation is an example of the fact that the conclusory nature of the analysis remains because the city has said that the responses to comments, you know, answered the problems, but they haven't given any specific examples of how they did it. and if you look at the responses to comments, they are also conclusory and they don't provide the actual factual information. it's basically repetition of the same thing over and over again. the court order specifically found that the alternatives rejected in the e-i-r itself, including the focused developmental alternatives and the others, were conclusory and therefore the court didn't under the basis on which the alternatives were rejected. and the city is nots has not corrected that deficiency in any way. secondly, the discussion of alternative a and the conclusive nature of it which i presented ~ and explained that 90% of the growth would occur in the area of plans and there's no evidence that any significant amount would be relatively disperse have not been rebutted by the city, i just gave that example. in our detailed submission we discussed why

and currently, the department has all of its ambulances dynamickly deployed out of station 49 and secondly, as the administrative code requires that the city maintains four field rescue captains, again, because of the role that station 49 has come to play and dynamic deployment, one of those four field rescue captains is permanently stationed at station 49 and so as it is not functioning as a field rescue captain. so the department is in violation of that as well and we believe that they should review those issues. and the other area of staffing that we recommend the department evaluate is cross training of new uniform employees. we did find as we looked at ems service delivery in other jurisdictions that there are jurisdictions who have merged the services of the ems and suppression more effectively and one of the ways that they have been able to do that is by requiring that all uniform employees be cross trained and we are simply recommending that the fire department reevaluate this model >> the final thing that we looked at in our analysis was alternatives models to delivering ems care. it is clear from research that there is a dispropo

illegally camping in the sandia foothills in new mexico and you called this a game changer in how the city has responded to the use of excessive force tell us why. this is a game changer because the city was caught lying because there was a helmet cam video showing that at the time that james now can you believe was shot and had his back to the shooting officers moments after the video was released there was a press conference in which the chief of police said that the shooting was justified and people were outraged because it was so clear that at the time i was you know he was no threat to me right now and that is sitting in our group officers on. the porch after they shot him in the back they released a dog on to him and they shot him with big devices and then they let him bleed out for over forty minutes when he was finally taken to the emergency room his arm had to be amputated and he died but on the video you can hear him. in a very labored manner and to render emergency medical care and so he died it's the kind of thing that just. such a just it's just sickening and it's so tragic and as
