the city and ask for funds. the funds are collected through investor on utility ratepayer bills. they bill for electricity and includes extra funds for the energy efficientcy program. the city is already doing that and we are part of the effort to increase energy fisherty and the department has implemented though funds and we might want to find out how they are spending those dollars that they have receiving to benefit city san franciscans. because we are a cca career choice aggregators, because we do that, it is assumed that you operate the cca at some point. you can't be a cca that only provides energy efficiency services. you have to be energy efficient and the underlying supply. that's the vision. it doesn't, it's not really available to us unless we are ready to demonstrate our plan for a full cca as well. >> that doesn't completely cover what we did last time? >> it doesn't completely because they did receive funds prior to cca. they received energy efficiency funds. they are spending those dollars now with cca customers and non-cca customers and spending that on energy efficiency on the gas side and not just the electricity side. but they have ultimately op

the city's attention. the city has invested in efforts to create access to small businesses. most importantly, access for minority owned businesses and women owned bynesses through the lbe program. allowing access to city contract for successful small businesses to build capacity and really thrive. over the last three years i've seen changes that came with the lbe program. i think that came with the contract monitoring division. and i myself have seen them take individuals in and provide one on one services, so, i really applaud those efforts. they've also done a lot of outreach to engage small businesses in the programs. but the city can do more than just get lbes onto the lbe list. they should consider access to the actual contract. so, i think we sort of really actually touched on that with the data that came out. we really need to look at ensuring that these lbes, mbes, wbes receive contracts upon successful bids even in partnership with the large contractors and the monitoring needs to go beyond just the bid package, but the fund are expended, the subcontractors should actually receive it. i just ask you to consider working models. there is a great example called the contr

the program. we will have two steps in this program. the first step in the program is making permanent to make sure the san francisco police department make unclaimed bikes available to community builds around the city and this right now is the builds in southern part of san francisco but we want to make sure they go city wide so west side as well and richmond and chinatown can have access as well. the police department has been very helpful in facilitating this program but we wanted to provide the community group with a certainty this will continue in the future and it will expand the program for larger bikes for low income and transit challenged adults laz and expanding the programs and others can benefit and more generations can benefit as well and this will enable bikes to really make a difference in people's lives. lastly today we have related the discussion about the bike registry program as well. that will enable people that lost bikes to reclaim them through the registration process that is available so that's another tool to people that can claim their own bike in the system so this legislation will work in partnership with the registry program. i know mr. crudo has some remarks and we want

another strategy that fits within the transit first group of activities is use of city cycle and that's the program where we are able to provide to city departments a fleet of bicycles for their employees to use for work purposes. 56% of the departments now have those. and, again, by our separate survey efforts, we're seeing that 15% of city employees report that they actually do use the bikes. so, a lot of departments are getting the bikes and they're starting to get a good deal of use. 64% of the departments have moved to having some sort of pooled vehicle so individuals aren't assigned individual vehicles, and that is a way of obviously reducing the amount of vehicles in the fleet and unnecessary travel. promotion of teleconferencing and providing equipment for video conferencing is another way of, again, encouraging, promoting, pushing people towards not traveling for work purposes, planning some other means of doing it. so, those are the reports of where we are with the transit first strategies as of the last fiscal year. on fleet reduction, again, the ordinance requires that each individual d
