so that was the command of control exercise. we had the marine corps, the navy, and the national guard all working with our department of public works figuring out how would they work together. we didn't give them a lot of coaching, we just kind of put them in a tent and said here is your scenario, here's some problems, and we wanted them to work it out and they did. so it was a very successful year. that's what we did as far as the field exercises. next year i don't know what's next, we're going to explore the lessons learned from this one, we've already learned a bunch, they're going to talk about this shortly then learn what are the next scenarios we can challenge people with. it probably won't be the same ones. we are building the institutional relationships and getting beyond the scenario. it's not just about the heavy equipment operators, it's about city of san francisco staff and departments understanding how the military works and giving the military a chance to work with the civilian authority in a non-crisis environment

to give you a background, the written directive unit which falls under my command to the unit that assists with the changes or adoptions of policies and orders and department bulletins. there are a number of general orders that the department has looked at and continue to look at to make policy changes to. and we are working our way through that process. there has been a push to have a number of officers back on the street as our numbers are down and i would like to say that our written directives unit is at the staffing levels that it should be at. but currently we are unable to have it at that because of the need for the officers on the street for public safety. that having been said, deputy chief tomy oka and i conducted interviews today for the written directives unit with the intention of bringing two or three officers into the unit to assist us with not only the following revisions to the general orders and updates to the department bulletins but to get us into that process in a quicker manner. and i'm hoping that we will be able to identify those officers and get them into the unit

we are the main unit that the commander mentioned. the first line would be the permit officers. if there is a permit, someone once transfer, that is where we talked about the code 47. we disseminate out to the stations. we get input from the station. essentially when they break up to the groups, you can ask them specifically what they look for. generally are concerned and cornerstone is public safety. environmentally when we look at the impact it will have, we look at the culture of service. i will talk about saturation. i agree with many of the questions that were brought up. it is over saturated. those districts and lots need to be updated. what we do is we handle licensing, education, and enforcement. we are liaison to the abc, as well as public health and the entertainment commission. last year we handled 637 licensing investigations, 385 involving premises conditions with no additional actions, 25 denials, and miscellaneous. we also conducted 28 minor decoy operations that involved 416 premises and 16 arrests. we did 20 impact subscriptions to see if they were handling the
