i am the assistant secretary of commerce for oceans and atmosphere. i appreciate the opportunity to discuss the critical roles that noaa serves in the oil spills and importance of our contributions to protect and restore natural resources and communities and economies affecteded by this tragic event. the deepwater horizon spill is a stark reminder that large oil spills occur and we must rebill and maintain our response capacity. when a oil spill occurs, there are no good outcomes. once oil has spilled, responders may use a variety of oil spill countermeasures to reduce the adverse effects of spilled oil on the environment. for the deep horizon spill, the unified command's posture has been to fight the oil offshore and reduce the amount of oil that comes ashore using a variety of countermeasures, including dispersants. chemical dispersants can be an effective tool in the response strategy, but like a methods involve tradeoffs in terms of effectiveness and potential for collateral impacts. consideration of what we have learned from both research and real
